The fiscal year shall close on the last day of March each year,
at which time the annual statement of receipts and expenditures is
to be prepared and submitted.

At the first (1st) regular meeting of the City Council held
after their election or as soon thereafter as practical, the City
Council shall designate one (1) public newspaper in the City in which
shall be published all ordinances and other matters required in any
case by the provisions of the City Charter, this Code and City ordinances.
