There is hereby established within the City a citizens advisory
board known as the Park Board. The purpose of the Board is to provide
citizen input, advice and recommendations to the Mayor and City Council
regarding policy relating to the operation of the City parks.

The Park Board shall consist of five (5) members who shall be
electors of the City and shall have resided in the City for not less
than two (2) years before their appointment.

The members of the Park Board shall be appointed by the Mayor
and confirmed by the City Council.

Except for the initial appointments, the members of the Park
Board shall hold office for terms of four (4) years each or until
their successors are appointed and qualified. No one shall be re-appointed
to serve more than two (2) consecutive four (4) year terms, together
with balance of any unexpired term if filling a vacancy. The initial
appointments shall be for terms from one (1) to four (4) years to
stagger the terms of the Board members.

In case of a vacancy, the vacancy shall be filled in the same
manner as original appointments are made, but the vacancy shall be
filled only for the unexpired term of such vacating member.

Annually, each January, the same members of the Board shall
elect one (1) of their members as President and also elect a Secretary
and such other officers as they deem necessary.

The Park Board will provide advice and recommendations to the
City Council and City Administrative Officer on the management, operation,
maintenance, care and supervision of the City parks, grounds, equipment,
improvements and all property pertaining thereto.

The Park Board shall make and recommend to the City Council
for adoption such bylaws, rules and regulations for their guidance
and for the government of the City parks as may be expedient and not
inconsistent with this Chapter.

The Park Board shall meet monthly during the months of March
through November of each calendar year. The date of such regular meeting
will be on the third (3rd) Monday of the month at a time fixed by
the Park Board. A regular meeting may be canceled or rescheduled by
the Park Board to a different date and time by the act of the Park
Board. The City Clerk shall be notified of the date and time of all
meetings and shall assist the Park Board in providing public notice
of such meetings as is required by law.

The Park Board will recommend to the City Council for employment
by the City, a Park Superintendent and such other assistants and employees
as may be necessary, subject to the City's hiring and promotion policies.

At its monthly meeting the Park Board will review the income
and receipts of the Park Department and advise the City Council of
any concerns regarding such income and expenses.

The Park Board shall review and recommend contracts regarding
recreational matters to the City Council.

The head of the Park Department, its employees and the City
Administrative Officer will provide such information and assistance
to the Board as is reasonably necessary for the Board to carry out
its duties.

Each member of the Park Board shall receive an amount as set
by the City Council from time to time.
