A. There
be and is hereby created a Tax Increment Financing Commission for
the City of Chillicothe, Missouri, to be known as the Chillicothe
Tax Increment Financing Commission which said Commission shall have
continuous and perpetual existence unless and until terminated by
action of the City Council.
B. The City
Council hereby authorizes and approves the exercise by the Chillicothe
Tax Increment Financing Commission of all the powers that can be delegated
under the Real Property Tax Increment Allocation Redevelopment Act.
C. The City
Council hereby directs the Chillicothe Tax Increment Financing Commission
to perform the duties placed on a Tax Increment Financing Commission
by Sections 99.800 et seq., RSMo.
D. The City
Council hereby directs that in addition to the requirements placed
on the Chillicothe Tax Increment Financing Commission, the Commission
shall meet on a regular basis and shall adopt such rules and regulations
for the operation as shall enable it to maintain orderly procedure
for its business and to effectively and efficiently exercise the powers
and duties authorized and mandated by the Real Property Tax Increment
Allocation Redevelopment Act and this Article.
E. The Mayor
shall as soon as practicable appoint, with the consent of the majority
of the City Council, six (6) members and of the members first (1st)
appointed, two (2) shall be designated to serve for a term of two
(2) years, two (2) shall be designated to serve for a term of three
(3) years, and two (2) shall be designated to serve for a term of
four (4) years from the date of the initial appointments and thereafter,
the members appointed shall serve for a term of four (4) years, except
that all vacancies shall be filled for unexpired terms in the same
manner as were the original appointments.
