All unclaimed property, other than money or cash, coming into the possession of the Chillicothe Police Department from any source whatsoever and having any value shall be properly marked or catalogued so as to show its source and the date of its receipt and shall be kept and disposed of as provided in this Article.

A. 
At such times as the Chief of Police shall deem necessary, but at least once each calendar year, all unclaimed property coming into the possession of the Chillicothe Police Department which has remained unclaimed for more than one (1) year, and the owner of which is unknown, shall be sold at public auction by the Chief of Police at a location deemed suitable for said sale. At least ten (10) days' notice of the time and place of such sale and a general description of the property to be sold shall be published in a newspaper of general circulation in the City. Such notice shall be published not more than two (2) weeks prior to the date of the sale.
B. 
An exception to Subsection (A) shall be unclaimed bicycles with a value of under fifty dollars ($50.00). Such bicycles shall be donated to the public after remaining unclaimed for at least sixty (60) days. At least ten (10) days' notice of the time, place and manner of the donations shall be published in a newspaper of general circulation in the City.

All money received from the sale of such unclaimed property shall be turned over to the City Treasurer and deposited in the general operating fund of the City and shall then be allocated at the discretion and direction of the City Council.

All money or cash coming into the possession of the Police Department from any source whatsoever shall be immediately delivered to the City Treasurer. If said money has remained unclaimed and the owner unknown for a period of at least one (1) year, then the City Treasurer shall deposit said monies into the general operating fund of the City and then be allocated at the discretion and direction of the City Council.
