The purpose of the "R-5" Zone is to assist in the maintenance and development of existing residential neighborhoods which are characterized by high density development, appropriate level of service and choice of tenancy. This zone is limited to designated areas within the City limits where existing land uses and designated lot sizes and space make it impossible for compliance with the provisions of Article II, Division 2. Non-residential uses permitted in this zone shall be limited to those uses and buildings that will provide stability and dignity to the area as a residential neighborhood.

A. 
All principally permitted uses as regulated in Article II, Division 2 "R-2" Single- and Two-Family Medium Density Residential District.
B. 
Multiple-family dwellings for any number of families or housekeeping units, including zero (0) lot line structures and town houses.
C. 
Lodging and boarding houses including accessory services.

A. 
Customary accessory uses are permitted, provided such uses are clearly incidental to the principal use. Such accessory uses include, but are not limited to, the following:
1. 
Private garages and parking areas complying with applicable regulations set forth in Sections 405.1490 et seq. of this Chapter.
2. 
Sign complying with applicable regulations set forth in Sections 405.1530 et seq. of this Chapter.
3. 
Home-based businesses which comply with Sections 405.1440 through 405.1480.

Uses authorized upon issuance of a conditional use permit include, but are not limited to, the following, but must be similar:

Churches, synagogues, temples, public and parochial schools, colleges, public libraries, museums and art galleries.
