The term "light" refers to performance characteristics. Uses included in the category are warehousing and industries which may produce some noise, traffic congestion or danger but which are of such scale or character that they present no serious hazard to neighboring premises from fire, smoke, noise or odors. In addition, office buildings are permitted, whether owner-occupied or leased.

A. 
All uses permitted in the "I-1" Light Industrial District shall comply with the following performance standards, as interpreted by the Planning and Zoning Commission, City Code Enforcement Officer or City Engineer.
B. 
No use shall be permitted or operated that produces vibration, concussion, dust, dirt, fly ash, odor, noxious gases, heat or glare perceptible at any point on the lot line.

A. 
The Planning and Zoning Commission shall have the responsibility of issuing special use permits for activities which may pose a problem with respect to noise, pollution, vibration or due to the injurious nature of a manufacturing activity. All manufacturing activities that the Zoning Administrator, City Engineer, City Health Officer or Chief of the Fire Department deem as potentially hazardous to the citizens of Chillicothe shall be required to obtain a conditional use permit prior to construction. Said conditional use permit may set forth minimum standards for operation and may be valid for a defined time period.
B. 
Uses authorized upon issuance of a conditional use permit include, but are not limited to, the following:
1. 
Wrecking and salvage yards. Junk yards, including automobile wrecking and industrial metal and waste salvage, but not including refuse or garbage disposal, if located at least one hundred (100) feet from any residential zone, provided all operations are conducted within an area enclosed with a wooden, metal or plastic fence eight (8) feet in height, in which the cracks are less than fifteen percent (15%) of the total area. The posts and supports shall face the junk yard.
2. 
Railroad yard and freight station. If located not less than two hundred (200) feet from any residential zone.
3. 
Other uses. The following uses may be authorized as a conditional use if located at least four hundred (400) feet from any residential zone and if the location of such use has been approved by the Planning and Zoning Commission.
a. 
Cement, lime, gypsum or plaster of Paris manufacture.
b. 
Fat rendering.
c. 
Fertilizer manufacture.
d. 
Any other use which in the opinion of the Planning and Zoning Commission is of similar character to those hereinbefore described.

A. 
Residential. Dwellings, dwelling units and residence of any kind, including hotels, motels, rooming houses and tourist homes.
B. 
Institutional. Schools, orphanages, child care centers, homes for the aged and similar institutions for human care, except where they are incidental to a permitted use.

A. 
Lot Coverage. Structures shall not cover more than eighty percent (80%) of the lot area.
B. 
Yards. All structures shall be built at least thirty-five (35) feet from the front property line and twenty (20) feet from all other property lines.
C. 
On-Lot Parking. Adequate on-lot, one (1) parking space per employee per shift shall be provided for all employees and visitors.
D. 
On-Lot Parking, Loading And Unloading Facilities. Each structure or use shall provide on-lot loading and unloading facilities which shall not block a street, alley or other public way.
E. 
Storage. All bulk storage must be within the confines of structures or properly screened from front site view, except that certain non-putrescible commodities may be stored out-of-doors during a peak production or utilization season. In addition, grain may be stored out-of-doors on a temporary, seasonal basis so as to meet the demands of harvest season. Such out-of-doors storage of grain shall not exceed six (6) months (one hundred eighty (180) days) in duration at any one time.
F. 
Screening. All principal, accessory and conditional uses, except business signs which are situated within fifty (50) feet of a residential district, shall be screened and buffered from such district by a separation of open space which shall have a minimum depth of thirty (30) feet and shall include a required fence or vegetative screening of not less than ninety percent (90%) opacity and not less than eight (8) feet in height above the level of the residential district property at the district boundary. Walls or fences of lesser heights or planting screens may be permitted by the Planning and Zoning Commission if there is a finding that the nature or extent of the use being screened is such that a lesser degree of screening will adequately promote and protect the use and enjoyment of the properties within the adjacent residential district or there is a finding that a screening of the type required by this Chapter would interfere with the provision of adequate amounts of light and air to same said properties. Loading docks in the "I-1" Light Industrial District shall be screened so as not to be visible from any public street right-of-way within a residential district. All required screening devices shall be designed so that they are architecturally harmonious with the principal structures on the site and they shall be properly maintained so as not to become unsightly, hazardous or less opaque than when originally constructed.
G. 
Business To Be Confined To Owner Lots. All businesses, services and processing associated with businesses are to be conducted on the primary lot owned or leased by the business, without need for storage of inventory, vehicles or product of any kind on City rights-of-way or on other (third (3rd) party) property.
