For purposes of this Chapter, "municipal parking lot" or "parking lot" shall mean an area owned or operated by the City and used for purposes of parking motor vehicles.
For purposes of this Chapter "motor vehicle" or "vehicle" shall mean any self-propelled vehicle not operated exclusively upon tracks.

A. 
The City Council of the City of Monett does hereby establish the following regulations for the use of municipal parking lots from Mondays at 7:00 A.M. through and including Fridays at 6:00 P.M.:
1. 
No vehicle shall be permitted to be parked on a municipal parking lot for more than seventy-two (72) continuous hours.
2. 
No person shall perform or do any repairs or other work on a motor vehicle while such vehicle is on a municipal parking lot.
3. 
No motor vehicle shall be parked on a municipal parking lot unless such vehicle is properly registered and displays current and valid motor vehicle license plates.
4. 
No loitering or congregating shall be permitted on any municipal parking lot unless pursuant to an organized event previously approved by the City.
5. 
No vehicles with three (3) or more axles, ten (10) or more wheels or licensure for over thirty thousand (30,000) pounds shall be permitted to park on a municipal parking lot.
6. 
All vehicles parked on a municipal lot shall be capable of being self-propelled or shall be connected to a functioning tow vehicle capable of propelling itself and said vehicle.

It is hereby declared that parking spaces located on the municipal parking lot located in the 200 block of 5th Street shall be leased to local businesses or individuals pursuant to written lease agreements, not to exceed a period of one (1) year. Such parking lot shall be for "reserved parking only" as per the terms of such written lease agreements, with assigned parking spaces for each such individual or business. Violations of this Section shall be issued parking citations with a minimum fine of twenty-five dollars ($25.00) per violation.

A. 
It is hereby declared to be a nuisance and it shall be unlawful for any owner or any person in charge of a motor vehicle to park such vehicle upon any municipal parking lot in violation of the provision of this Chapter.
1. 
There shall be caused to be erected on all municipal parking lots a sign setting forth the regulations contained in this Section and containing a statement that vehicles parked in violation will be issued parking citations, as set forth herein.
2. 
Violations of this Section shall be issued parking citations with a minimum fine of twenty-five dollars ($25.00) per violation.
3. 
In the event a vehicle should remain parked in violation of this Chapter, for a period of more than seventy-two (72) hours, the City, by and through the Monett Police Department, shall have the right, in its discretion, to have the vehicle towed by a licensed towing company.
