For the purposes of this Chapter, "new housing" means new construction of residential dwelling units including single-family homes, duplexes, and multi-family complexes. It specifically includes new modular housing units and new manufactured housing units that are converted to real estate for tax purposes and does not include any housing that is classified as personal property for tax purposes.

Any building permit issued for a new residential dwelling unit from the effective date of this Chapter through December 31, 2024, shall be charged fifty percent (50%) of the standard building permit fee for a house and garage.

Any new residential dwelling units or subdivisions constructed after the effective date of this Chapter through December 31, 2024, shall have any water and sewer connection or tapping fees waived.

Any new single-family or two-family, owner-occupied residential dwelling unit constructed from the effective date of this Chapter through December 31, 2024, shall be issued a one-time five hundred dollar ($500.00) credit on the City of Monett utility bill that includes electric, water, sewer and sanitation service fees.

All applications for temporary electric service for construction of a new residential dwelling from the effective date of this Chapter through December 31, 2024, shall receive a five hundred dollars ($500.00) credit for electricity used during construction.
