A. The
Zoning and Planning Commission of the City shall consist of not more
than fifteen (15) nor less than seven (7) members, including:
1. The Mayor, if the Mayor chooses to be a member;
2. A member of the Council selected by the Council, if the Council chooses
to have a member serve on the Commission; and
3. Not more than fifteen (15) nor less than five (5) citizens appointed
by the Mayor and approved by the Council. All citizen members of the
Commission shall serve without compensation. The term of each of the
citizen members shall be for four (4) years, except that the terms
of the citizen members first appointed shall be for varying periods
so that succeeding terms will be staggered. Any vacancy in a membership
shall be filled for the unexpired term by appointment as aforesaid.
The Council may remove any citizen member for cause stated in writing
and after public hearing.
B. The
term of office on the Zoning and Planning Commission for the Mayor
shall be for his/her term as such Mayor; the term of office on the
Zoning and Planning Commission for the City Engineer shall be for
his/her employment as City Engineer; and the term of office on the
Zoning and Planning Commission for the member of the City Council
shall be until another member is selected by the City Council. The
term of office of each of the citizen members of the Zoning and Planning
Commission shall be for four (4) years; provided, that of the first
(1st) members of the Zoning and Planning Commission, one (1) shall
serve for one (1) year, one (1) shall serve for two (2) years, one
(1) shall serve for three (3) years and two (2) shall serve for four
(4) years.

The Zoning and Planning Commission shall have and perform all
of the functions, powers and duties provided for such Commission by
State law or by the City Council acting pursuant to State law.
