The Police of the City may be appointed
in such numbers, for such times and in such manner as may be prescribed
by law or ordinance. They shall have the power to serve and execute
all warrants, subpoenas, writs or other process, and to make arrests.
They may exercise such powers in areas leased or owned by the City
outside of the boundaries of such City. The Police Officers shall
be the conservators of peace, and shall be active and vigilant in
the preservation of good order within the City.

The Police of the City shall be in
such number, for such period of time and in such manner as may be
prescribed by the City Council, with the powers and duties set forth
by law and for such salaries as the City Council may decide.

The Police Officers shall have a
badge of office and shall wear or carry such badge when on duty.

Before entering upon the discharge
of their duties the Chief of Police will take an oath to faithfully
discharge the duties of their office, and to give information to the
Mayor of all violations of the City ordinances coming within their
knowledge.

The Chief of Police shall have the
authority to call on every inhabitant of the City over eighteen (18)
years of age and under fifty (50) years of age to aid in enforcing
the laws.

It shall be the duty of the Chief
of Police of the City, as of all other Police Officers thereof, to
see that all laws and ordinances pertaining to the Police regulations
of the City are duly enforced.

It shall be the duty of the Chief
of Police of the City, as of all other Police Officers thereof within
the corporate limits of the City, to promptly arrest and bring before
the Municipal Judge or any other authorized officer any person violating
any ordinances of the City, for trial, and in case of inability to
have such trial at once, to commit the arrested person to the City
Jail or some other place of safekeeping until the complaint can be
heard and determined; provided, that in case of arrest the Police
are empowered to accept bail from the person arrested in amounts previously
set by law or the Municipal Court, for their appearance before the
Municipal Judge or some other authorized officer at a time near at
hand to be fixed by the Court or Police, such bail at all times to
be good and sufficient and calculated to insure the appearance of
such arrested person at the time fixed.

It shall be the duty of the Police
to promptly execute and return all processes and orders arising under
law and ordinances of this City, and within such limits as may be
fixed by law or ordinances of the City, to execute and return all
orders, notices, writs or processes and to perform all duties that
may be imposed by laws or ordinances.

The Chief of Police shall have a
