The election for Mayor shall be held
on the first Tuesday in April of 1992 and on the first Tuesday after
the first Monday in April every four (4) years thereafter in an even-numbered
year.

All City elections shall be conducted
by the Jackson County Board of Election Commissioners in accordance
with Chapter 115, RSMo.

A.
Candidates for the office of Mayor and
Councilmember shall file notice of their candidacy in person with
the City Clerk for the offices to be elected in the year of filing,
during normal business hours, commencing at 8:00 A.M. on the 16th
Tuesday prior to the election with said filing period remaining open
until 5:00 P.M. the 11th Tuesday prior to the April election.
B.
Any person having properly filed his/her
notice of candidacy for an elective office to be filled at any general
election to be held on the first Tuesday after the first Monday in
April of each year and desiring to withdraw such candidacy shall do
so in conformance with State law.

A.
Notice of candidacy for the office of Mayor
and Councilmember shall be filed with the City Clerk in affidavit
form certifying the following:

Proof of residency and voter registration
must be provided to the City Clerk at the time of filing.
C.
Should any candidate for said offices provide
inaccurate, incorrect or incomplete information as herein required,
the City Council may, following a hearing after notice of not less
than ten (10) days to said candidate, declare the candidate ineligible
for office. Should the incomplete, inaccurate or incorrect information
become available after a candidate is duly elected, then upon a proper
finding, after notice and a hearing as herein provided, the City Council
may declare such office vacant. The provision herein contained is
not intended to replace any criminal penalties that may be applicable
under the laws of the State of Missouri.
D.
Notwithstanding any other provisions of
law to the contrary, no person shall be certified as a candidate for
a municipal office nor shall such person's name appear on the ballot
as a candidate for such office who shall be in arrears for any unpaid
County or City income, personal property, real property or sales taxes
on the last day to file a notice of candidacy for the office or who
shall be a convicted felon.

The City Clerk or his/her duly designated
assistant shall accept notice of candidacy for the offices of Mayor
and Councilmember and shall be responsible for certifying the candidates
duly qualified as required by City Charter and ordinance and shall
file with the Jackson County Board of Election Commissioners the notice
of election together with the qualified candidates on a timely basis
and accept properly executed withdrawal of candidacy all as provided
in the Code of Ordinances.

shall consist of all that part of the City lying north and east of
a line described as follows: Beginning at a point where the west line
of the City limits intersects with the north right-of-way line of
Interstate 70 Highway; thence east along the north right-of-way line
of Interstate 70 Highway to the east right-of-way line of Missouri
7 Highway; thence south on the east right-of-way line of Missouri
7 Highway to the north right-of-way line of R.D. Mize Road; thence
east on the north right-of-way line of R.D. Mize Road to the east
right-of-way line of Sunnyside School Road; thence south on the east
right-of-way line of Sunnyside School Road to the east right-of-way
line of Moore Street; thence south on the east right-of-way line of
Moore Street to the north right-of-way line of U.S. 40 Highway; thence
east on the north right-of-way line of U.S. 40 Highway to the eastern
City limits.

shall consist of all that part of the City lying within an area described
as follows: Beginning at the point of the intersection of the west
City limits with the north right-of-way line of Interstate 70 Highway;
thence east along the north right-of-way line of Interstate 70 Highway
to the east right-of-way line of Missouri 7 Highway; thence south
along the east right-of-way line of Missouri 7 Highway to the north
right-of-way line of R.D Mize Road; thence east on the north right-of-way
line of Sunnyside School Road; thence south on the east right-of-way
line of Sunnyside School Road to the east right-of-way line of Moore
Street; thence south on the east right-of-way line of Moore Street
to the north right-of-way line of U.S. 40 Highway; thence west on
the north right-of-way line of U.S. 40 Highway to the east right-of-way
line of Missouri 7 Highway; thence south on the east right-of-way
line of Missouri 7 Highway to the north right-of-way line of Clark
Road; thence west on the north right-of-way line of Clark Road to
the east right-of-way line of 19th Street; thence north on the east
right-of-way line of 19th Street to the south right-of-way line of
U.S. 40 Highway; thence west on the south right-of-way line of U.S.
40 Highway to the western City limits.
