A. For fiscal year 2022-2023, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to residential property within the City limits of Blue
Springs furnished by the waterworks of the City, to wit:
1.
There shall be an administrative
charge of eleven dollars and twenty cents ($11.20) per month to each
customer whether or not there is any water usage.
2.
For the first seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of sixty cents
($0.60) per one hundred (100) gallons or fraction thereof.
3.
For the next seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of seventy cents
($0.70) per one hundred (100) gallons or fraction thereof.
4.
For all in excess of fifteen thousand
(15,000) gallons, a charge of seventy-five cents ($0.75) per one hundred
(100) gallons or fraction thereof.
B. For fiscal year 2022-2023, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to non-residential property within the City limits of
Blue Springs furnished by the waterworks of the City, to wit:
1.
There shall be an administrative
charge of eleven dollars and twenty cents ($11.20) per month to each
customer whether or not there is any water usage.
2.
For all gallons used or fraction
thereof, a charge of sixty cents ($0.60) per one hundred (100) gallons
or fraction thereof.
C. For fiscal year 2022-2023, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to residential and non-residential property outside
the City limits of Blue Springs furnished by the waterworks of the
City, to wit:
1.
There shall be an administrative
charge of twenty-two dollars and forty cents ($22.40) per month to
each customer whether or not there is any water usage.
2.
For the first seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of one dollar
and twenty cents ($1.20) per one hundred (100) gallons or fraction
thereof.
3.
For the next seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of one dollar
and forty cents ($1.40) per one hundred (100) gallons or fraction
thereof.
4.
For all in excess of fifteen thousand
(15,000) gallons, a charge of one dollar and fifty cents ($1.50) per
one hundred (100) gallons or fraction thereof.
D. For fiscal year 2023-2024, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to residential property within the City limits of Blue
Springs furnished by the waterworks of the City, to wit:
1.
There shall be an administrative
charge of eleven dollars and thirty-five cents ($11.35) per month
to each customer whether or not there is any water usage.
2.
For the first seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of sixty-one
cents ($0.61) per one hundred (100) gallons or fraction thereof.
3.
For the next seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of seventy-one
cents ($0.71) per one hundred (100) gallons or fraction thereof.
4.
For all in excess of fifteen thousand
(15,000) gallons, a charge of seventy-six cents ($0.76) per one hundred
(100) gallons or fraction thereof.
E. For fiscal year 2023-2024, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to non-residential property within the City limits of
Blue Springs furnished by the waterworks of the City, to wit:
1.
There shall be an administrative
charge of eleven dollars and thirty-five cents ($11.35) per month
to each customer whether or not there is any water usage.
2.
For all gallons used or fraction
thereof, a charge of sixty-one cents ($0.61) per one hundred (100)
gallons or fraction thereof.
F. For fiscal year 2023-2024, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to residential and non-residential property outside
the City limits of Blue Springs furnished by the waterworks of the
City, to wit:
1.
There shall be an administrative
charge of twenty-two dollars and seventy cents ($22.70) per month
to each customer whether or not there is any water usage.
2.
For the first seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of one dollar
and twenty-two cents ($1.22) per one hundred (100) gallons, or fraction
thereof.
3.
For the next seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of one dollar
and forty-two cents ($1.42) per one hundred (100) gallons or fraction
thereof.
4.
For all in excess of fifteen thousand
(15,000) gallons, a charge of one dollar and fifty-two cents ($1.52)
per one hundred (100) gallons or fraction thereof.
G. For fiscal year 2024-2025, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to residential property within the City limits of Blue
Springs furnished by the waterworks of the City, to wit:
1.
There shall be an administrative
charge of eleven dollars and fifty cents ($11.50) per month to each
customer whether or not there is any water usage.
2.
For the first seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of sixty-one
cents ($0.61) per one hundred (100) gallons or fraction thereof.
3.
For the next seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of seventy-one
cents ($0.71) per one hundred (100) gallons or fraction thereof.
4.
For all in excess of fifteen thousand
(15,000) gallons, a charge of seventy-six cents ($0.76) per one hundred
(100) gallons or fraction thereof.
H. For fiscal year 2024-2025, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to non-residential property within the City limits of
Blue Springs furnished by the waterworks of the City, to wit:
1.
There shall be an administrative
charge of eleven dollars and fifty cents ($11.50) per month to each
customer whether or not there is any water usage.
2.
For all gallons used or fraction
thereof, a charge of sixty-one cents ($0.61) per one hundred (100)
gallons or fraction thereof.
I. For fiscal year 2024-2025, the following,
except as hereinafter provided, shall be the schedule of charges for
water service to residential and non-residential property outside
the City limits of Blue Springs furnished by the waterworks of the
City, to wit:
1.
There shall be an administrative
charge of twenty-three dollars ($23.00) per month to each customer
whether or not there is any water usage.
2.
For the first seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of one dollar
and twenty-two cents ($1.22) per one hundred (100) gallons or fraction
thereof.
3.
For the next seven thousand five
hundred (7,500) gallons or fraction thereof, a charge of one dollar
and forty-two cents ($1.42) per one hundred (100) gallons or fraction
thereof.
4.
For all in excess of fifteen thousand
(15,000) gallons, a charge of one dollar and fifty-two cents ($1.52)
per one hundred (100) gallons or fraction thereof.
J. Water consumption billed monthly. The water
rate schedule, as provided hereinabove, shall be applied to the resulting
gallonage. The resulting product shall be the charge for water service
during the given monthly period.
K. Water consumption for thirty-one (31) days
or less shall be billed as follows: The water rate schedule, as provided
hereinabove, shall be applied to the gallonage consumed.
L. The fiscal year for the City of Blue Springs
begins on October 1, such that fiscal year 2022-2023 begins on October
1, 2022 and ends on September 30, 2023, etc.

All water meters shall be read and bills produced on a frequency determined in accordance with Section
700.060. All bills shall be due and payable on the due date specified on the monthly bill.

If any bill for water service shall
remain unpaid after the due date specified on the monthly bill, an
additional charge of ten percent (10%) shall be added to the total
unpaid balance.

If any bill for water service shall
remain unpaid after the due date specified on the monthly bill and
the account is pending disconnect, a twenty dollar ($20.00) fee shall
be applied to said bill. Service to account may be immediately discontinued
and shall not be reconnected until all past due bills for both water
and sewer service are paid in full together with the twenty dollar
($20.00) fee.

Suspension of service shall be available
during non-business hours, on an emergency basis only, upon payment
of the applicable fee as established by administrative memorandum.

Discontinuation of service during
non-regular work hours shall be available, on an emergency basis only,
upon payment of the applicable fee as established by administrative
memorandum.

A. Sewerage services or water and sewerage
services combined shall be deemed to be furnished to both the occupant
and owner of the premises receiving such service and the City rendering
such services shall have power to sue the occupant or owner, or both,
of such real estate in a civil action to recover any sums due for
such services plus a reasonable attorney's fee to be fixed by the
court.
B. If the occupant of the premises receives
the billing, any notice of termination of service shall be sent to
both the occupant and owner of the premises receiving such service,
if such owner has requested in writing to receive any notice of termination
and has provided the entity rendering such service with the owner's
business addresses.

A. Applications for water service shall be made with the City's Utility Billing Department by the owner or the occupant of the property to be served and, upon approval of the application, the owner or the occupant may begin water and sewer utility services with the City. Monthly bills will be provided to the customer as defined in this Chapter
705, and shall be due and payable on the due date specified on the monthly bill.
1.
If the customer is renting the property where services are being supplied, the City will require a security deposit in the amount of one hundred dollars ($100.00) which shall be due and payable on the due date specified on the customer's first bill and will be subject to penalty as defined in Section
705.030. The deposit shall be refunded, without interest, after twelve (12) consecutive months of on-time payments.
B. If a customer has services disconnected for failure to pay bill, as provided in Section
705.040, the City will require a security deposit if one is not already held. The security deposit shall be billed on the next bill, due on the date specified on said bill and subject to penalty as specified in Section
705.030.
1.
The security deposit for residential
customers shall be one hundred dollars ($100.00).
2.
The security deposit for commercial
customers shall be two (2) times the average billing to the customer,
based on the average of either the previous six (6) bills or all previous
bills if there are less than six (6).
3.
The deposit shall be refunded without interest after twelve
(12) consecutive months of on-time payments.
