A sewer service charge shall be billed for accounts having a water service connection to the City and accessible to, but not connected with, the sewer system as stated in Section
700.030(A)(1). Accounts shall be billed in accordance with the rates as set forth in Section
705.130 and shall be due and payable on the due date specified on the monthly bill.

All sewer bills, based upon metered water usage, shall be produced on a frequency determined in accordance with Section
700.060. All bills shall be due and payable on the due date specified on the monthly bill.

If any bill for sewer service shall
remain unpaid after the due date specified on the monthly bill, an
additional charge of ten percent (10%) will be added to the total
unpaid balance.

If any bill for sewer service shall
remain unpaid after the due date specified on the monthly bill and
the account is pending disconnect, a twenty dollars ($20.00) fee shall
be applied to said bill. Service to the account may be immediately
discontinued and shall not be reconnected until all past due bills
for both water and sewer service are paid in full, together with the
twenty dollars ($20.00) fee.

The occupant and user of the premises
receiving water services and the owner of such premises shall be jointly
and severally liable to pay for such services rendered on said premises
and the sewer service charge provided for herein. The City shall have
the power to sue the occupant or owner, or both, of such real estate
in a civil action to recover any sums due for such services, plus
a reasonable attorney's fee to be fixed by the court.

It shall be unlawful for any person
to reconnect water services when such services have been disconnected
for nonpayment of a bill for sewerage charges, unless such bill for
sewerage charges has been paid in full.
