There is hereby created a Board of Public Safety.

The Board of Public Safety shall be composed of five (5) members,
two (2) of which are citizen members and three (3) of which are members
of the Board of Aldermen. The citizen members shall be residents of
the City. All members shall be appointed by the Mayor with the advice
and consent of the Board. The Chief of Police shall serve as an Ex-Officio
member with no voting powers. The members shall be appointed by the
Mayor with the approval of the Board of Aldermen. So as to create
continuity on the Board, upon their initial appointment, the Board
of Aldermen members shall serve for a term on the Board of Public
Safety corresponding to their term on the Board of Aldermen, while
one (1) citizen appointee shall serve for a term of two (2) years
and the other for a term of three (3) years for the initial term.
Thereafter all members shall serve one (1) two-year term. After the
expiration of the term, the Mayor shall appoint different resident
and Board members. Although members who have served a two (2) year
term may not be re-appointed to a consecutive term, they are eligible
for re-appointment after being off the Board of Public Safety for
at least two (2) years.

The Chairman of the Board of Public Safety shall be selected
by the Board of Public Safety. Each member shall serve a term expiring
at the next regular Board of Aldermen meeting following a Municipal
General Election at which a Mayor is chosen, unless such members'
services be terminated earlier by action of the Board of Aldermen
for any reason.

The Board of Public Safety may meet as often as desired but
shall hold at least one (1) meeting per quarter. The Board of Public
Safety shall submit to the Board of Aldermen any recommendations concerning
police protection, fire protection, or any matter relative to public
safety at their discretion.

The Board of Public Safety shall study the operations of the
Police Department and the Fire Department, or contracting agency operations
and function so as to make recommendations to the Board of Aldermen
for improving any operation or function within or under the control
of said Police and Fire Departments, or contracting agency, or make
recommendations of undertakings within said Departments to insure
a more efficient and beneficial operation. The Board of Public Safety
shall make recommendations for the consideration of the Board of Aldermen
of new laws or policies deemed appropriate by the Board of Public
Safety relative to police and fire protection and the protection of
life and property of the citizens of Warson Woods.

The Board of Public Safety shall have no authority to exercise
any of the powers delegated to the Chief of Police of this City by
provisions of this Code, but shall serve its function solely by recommending
to and advising the Board of Aldermen as to any suggested changes
or improvements to the City's performance in its obligation to its
citizens or other related matters referred to it by the Board of Aldermen.
