It is the intent and purpose of this chapter to supplement the laws of the state, specifically § 14-379 et seq., of the Connecticut General Statutes, as they pertain to the operation and use of snowmobiles in the Town.
As used in this chapter, the following words and phrases shall have the meanings ascribed to them in this section:
OPERATE
To control the course of or otherwise use a snowmobile.
SNOWMOBILES
Any self-propelled vehicle designed for travel on snow or ice, except vehicles propelled by sail.
A. 
It shall be unlawful for any person to operate a snowmobile under the following conditions:
(1) 
On the frozen surface of Lake Beseck, or any other public body of water located within the boundaries of the Town, at any time other than between 9:00 a.m. and 8:00 p.m.;
(2) 
In a manner so as to constitute a violation of any state statute or any rule or regulation promulgated thereunder by the State Commissioner of Motor Vehicles, Department of Energy and Environmental Protection or any other state administrative agency.
B. 
The terms of this chapter shall at all times be subject to the terms of § 14-379 et seq., of the Connecticut General Statutes, and any rules or regulations promulgated thereunder by the State Commissioner of Motor Vehicles.
Any person violating the terms of this chapter shall, upon conviction thereof, be fined in an amount not to exceed $1,000 for a first violation, an amount not to exceed $1,500 for a second violation, and an amount not to exceed $2,000 for a third or subsequent violation.
