The office of City Marshal is hereby abolished.

The Chief of Police shall perform all duties required of the
Marshal by law.

The Chief of Police is the director of the Police Department.
He/she shall have immediate and direct control of the department,
subject to the supervision of the City Administrator and subject to
such other rules, regulations and orders as the City Administrator
may prescribe. He/she shall, with the advice of the City Attorney,
promulgate and enforce orders, rules and regulations (consistent with
this Code and rules and regulations of the City Administrator) for
the efficient operation of the Police Department.

The Chief of Police shall devote his/her entire time to the
discharge of his/her official duties.

This Chapter consists of the rules and regulations for the operation of the Police Department of this City. To the extent that this Chapter conflicts with the provisions of Chapter
117 (relating to Personnel), this Chapter shall prevail. To the extent that regulations promulgated by the Mayor or by the Chief of Police, under the authority of this Chapter, conflict with the provisions of Chapter
117, then Chapter
117 shall prevail.

Assignment of a patrolman is at the discretion of the Chief
of Police. For the purpose of this Chapter, all Police (including
the Chief) are considered patrolmen.

It is hereby made the duty of the Police Officers of the City,
when directed so to do by the Mayor or acting Mayor of the City, to
enter into and be present at all public, semi-public or private meetings
held or conducted in said City at any opera house, public meeting
hall or other place of assembly commonly used for public, semi-public
or private meetings and gatherings and to preserve order at such meetings
and to see that the fire regulations of said City are enforced.

A. The following
rules and regulations are hereby adopted to limit the use of excessive
force: the City of Dexter hereby adopts and will enforce a policy
prohibiting the use of excessive force by law enforcement agencies
within its jurisdiction against any individuals engaged in non-violent
civil rights demonstrations.
B. Any person
guilty of this violation shall be guilty of a misdemeanor and on conviction
thereof shall be fined in the amount not exceeding five hundred dollars
($500.00) for each violation. Each day in which any such violation
shall continue shall be deemed a separate offense.
C. Any person
violating any of the provisions of this Section shall become liable
to the City for any expense, loss or damage occasioned the City by
reason of such violation.

The Mayor and City Clerk are hereby authorized and directed
to execute on behalf of the City a cooperative agreement between the
City of Dexter, City of Bernie, City of Advance, City of Puxico, City
of Bloomfield, all of the State of Missouri, and the Sheriff's Department
of Stoddard County, Missouri State Highway Patrol and the Office of
the Prosecuting Attorney of Stoddard County, Missouri. Said cooperative
agreement is on file in the office of the City Clerk.

Under the authority set forth in Section 70.837, RSMo., the
Dexter Police Department and Dexter emergency management organization
may provide assistance to any other public safety agency in the State
of Missouri, or in a bordering State, at the time of a significant
emergency such as a fire, earthquake, flood, tornado, hazardous material
incident or other disaster, provided that the assistance is specifically
authorized in writing by the Mayor or by a majority of the Aldermen
of the City of Dexter.
