For the purposes of this Article, the following words and phrases
are defined as follows:
CRIMINAL ACT
An act which violates the Statutes of the United States,
the Statutes of the State of Missouri or the ordinances of the City
of Dexter, including curfew and moving traffic violations.
GUARDIAN
Guardian appointed by court of competent jurisdiction.
MINOR
Any person under the age of seventeen (17).
PARENT
The natural father or mother or the adoptive father or mother.
PARENTAL NEGLECT
Any act or omission by which a parent fails to exercise customary
and effective control over a minor so as to contribute to, cause or
tend to cause a minor to commit any criminal act.

No minor under the age of seventeen (17) years shall loiter,
idle, wander, stroll or play in or upon the public streets, highways,
roads, alleys, parks, playgrounds, other public grounds, public places
and public buildings, places of amusement and entertainment, vacant
lots or other unsupervised places between the hours of 11:00 P.M.
and 5:00 A.M. of the following day, except on Fridays and Saturdays
when the hours shall be 12:00 Midnight to 5:00 A.M. The provisions
of this Section shall not apply to a minor accompanied by his/her
parent, guardian or other adult person having the care and custody
of the minor or a minor upon an emergency errand or legitimate business
directed by his/her parent, guardian or other adult person having
the custody of the minor.

No parent, guardian or other adult person having the care and
custody of a minor under the age of seventeen (17) years shall knowingly
permit such minor to loiter, idle, wander, stroll or play in or upon
the public streets, highways, roads, alleys, parks, playgrounds, other
public grounds, public places and public buildings, places of amusement
and entertainment, vacant lots or other unsupervised places between
the hours of 11:00 P.M. and 5:00 A.M. of the following day, except
on Fridays and Saturdays when the hours shall be 12:00 Midnight to
5:00 A.M. The provisions of this Section shall not apply when the
minor is accompanied by his/her parent, guardian or other adult person
having the care and custody of the minor or where the minor is upon
an emergency errand or legitimate business directed by his/her parent,
guardian or other adult person having the care and custody of the
minor.

Any Police Officer finding a minor violating the provisions of Section
210.510 shall warn the minor to desist immediately from such violation and shall cause a written notice to be served upon the parent, guardian or person in charge of such minor setting forth the manner in which Section
210.510 has been violated. No parent, guardian or other person in charge of such minor shall knowingly permit such minor again to violate the provisions of Section
210.510 after receiving notice of the first (1st) violation.

Any person under the age of seventeen (17) years violating the provisions of this Article shall be deemed guilty of a misdemeanor and shall be referred to the juvenile authorities. Any parent, guardian or other adult person having the care and custody of the minor under the age of seventeen (17) years violating this Article, after receiving the warning set forth in Section
210.520, shall be deemed guilty of a misdemeanor.

No person under the age of twenty-one (21) shall purchase or
attempt to purchase or have in his or her possession any intoxicating
liquor.
