The water rates and charges for the use and services of the
combined system shall be based on the amount of water received by
each premises and calculated on a monthly basis:
For the first 1,000 gallons or less

The owner or manager of property within the City connected to
the City’s water and sewer system may request the opening of
a temporary meter for use in preparing a vacant property for occupancy.
The water service from a temporary meter shall be used for a maximum
of fifteen (15) calendar days, after which service shall be discontinued
by the City. A flat fee of twenty-five dollars ($25.00) shall be paid
prior to the opening of any such temporary meter and shall cover the
cost of all water and sewer usage.

The sewer rates and charges for the use and services of the
combined system shall be based on the amount of water received by
each premises and calculated on a monthly basis:

The rates and charges, including the base rate and all incremental rates set by Section
700.020 for water service and Section
700.030 for sewer service, shall be increased annually without further action, commencing on January 1, 2011 and on January first (1st) of each year thereafter, by and in the amount of three percent (3%) of the rate established for the preceding year in order to adjust for inflation. The Board of Aldermen shall annually review the increased rates so charged for water and sewer service, making adjustments thereto by ordinance as necessary to meet the needs of the combined water and wastewater system.

A. Requests for water service shall be made at City Hall by the owner
or the occupant of the property to be served.
B. Any person or business requesting the installation of a water meter
shall pay a deposit in the amount of one hundred fifty dollars ($150.00)
to secure the payment of all fees for water, wastewater, refuse collection,
mosquito spraying and such other user fees imposed by the City as
may be billed on the monthly utility statement.
C. Should the customer become delinquent on any user fee owed by such
person to the City during the period a deposit is held by the City,
the deposit may be applied to payment of the delinquency and penalties
for such user fees, and a new deposit shall be made prior to reconnection
of water service.
D. If a water and wastewater customer discontinues service, the deposit,
or balance of the deposit if applied against a bill, shall be refunded
without interest upon the payment of such customer's final bill.

A. The
rates and charges for water and sewer taps shall be as set forth in
the following table:

B. All
connections requiring a street break shall be charged an additional
five hundred dollars ($500.00). All water or sewer taps deviating
from the sizes in the above table shall be charged a fee equal to
the cost to the City for performing such tap.

A. For
each customer having more than one (1) residence or commercial unit
served by a single meter, the water and sewer fees for such customer
shall be calculated as follows:
1. The customer shall be charged the water rate set forth in §
700.020 for one thousand (1,000) gallons of usage, as adjusted by §
700.031 multiplied times the number of residential or commercial units connected to the system that are either occupied or available for occupancy for a minimum water charge.
2. The number of gallons of water metered through the master meter shall be charged at the rates set forth in §
700.020, as adjusted by §
700.031, at the rate tiers based upon the gallons metered; provided, however, the customer shall be allowed one thousand (1,000) gallons for each commercial or residential unit to determine the starting rate tier to be applied to the usage. The charges set forth in this Subsection
(A)(2) plus the minimum rate determined in Subsection
(A)(1) above shall be the monthly water charge.
3. The customer shall be charged the sewer rate set forth in §
700.030 for one thousand (1,000) gallons of water usage, as adjusted by §
700.031 multiplied times the number of residential or commercial units connected to the system that are either occupied or available for occupancy for a minimum sewer charge.
4. The number of gallons of water metered through the master meter shall be charged at the rates set forth in §
700.030, as adjusted by §
700.031, at the rate tiers for sewer based upon the gallons of water metered; provided, however, the customer shall be allowed one thousand (1,000) gallons for each commercial or residential unit to determine the starting rate tier to be applied to the usage. The charges set forth in this Subsection
(A)(4) plus the minimum sewer rate determined in Subsection
(A)(3) above shall be the monthly sewer charge.
B. Each multiple unit customer utilizing the City’s solid waste collection service shall also be charged a fee for solid waste collection and disposal at the rate set forth in Section
235.070 multiplied times the number of available residential or commercial units served by the meter.
C. Each
multiple unit customer shall also be charged for mosquito control
at the rate established by the City for such control multiplied times
the number of available residential or commercial units served by
the meter.
D. No
new water and sewer service shall be provided to either multiple commercial
units or multiple residential units through a single meter without
prior written approval of the Board of Aldermen, which approval shall
be granted only for impracticability of installing multiple meters
based upon the type of construction.

A. Any user of City water who has not paid the water and sewer bill
on or before the fifteenth (15th) day of any month shall be assessed
a late fee of thirty dollars ($30.00) per month and shall be subject
to having their water service disconnected.
B. Any user of City water who has had water services disconnected for
non-payment shall be assessed a reconnection fee of fifty dollars
($50.00) for restoration of water services.
C. Any user who transfers service from one location within the City
to another location within the City shall be charged a transfer fee
of twenty-five dollars ($25.00) for each such transfer.
