The Village Board shall consist of the Village President and
six Trustees who shall be elected for two-year terms.

A. At each regular meeting of the Board of Trustees, the order of business
shall be as follows:
3. Acknowledgement of petitions, memorials, or other communications.
6. Public hearings, ordinances, resolutions.
9. Treasurer's report, invoices, and regular bills.
B. The Village Administrator/Clerk-Treasurer shall ensure that all items
referred to the Board by two Trustees, or by committees or commissions,
are included in the agenda. Such referrals must be received at least
one week prior to the scheduled meeting.

The deliberations of the Board shall be conducted in the following
manner:
A. When a motion is made and seconded, it shall be stated by the President
or read by the Clerk previous to debate. All resolutions should be
made and submitted in writing.
B. When a question is under discussion, no action shall be in order,
except: (1) to adjourn; (2) to lay on the table; (3) to move to the
previous question; (4) to postpone to a certain day; (5) to refer
to a committee; (6) to amend; or (7) to postpone indefinitely. These
motions shall have precedence in the order listed.
C. Any member desiring to terminate debate may move the previous question,
in which event the presiding officer shall "call the main question."
If a majority of the members present vote in the affirmative, the
main question shall be taken without further debate and bring the
Board to a direct vote, first upon any pending amendments, and then
upon the main question.
D. A motion to adjourn shall always be in order, and a motion to adjourn,
to lay on the table, and a call for the previous question shall be
decided without debate.
E. A roll call shall not be necessary on any questions or motions except
as follows:
1. When the ayes and nays are requested by any member; or
2. Confirmation of appointments and on the adoption of any measure assessing
or levying taxes, appropriating or disbursing money, or creating any
liability or change against the Village or any fund thereof; and
3. When required by the statutes of Wisconsin.
F. All aye and nay votes shall be recorded in the minutes.
G. The Board shall in all other respects determine the rules in its
procedure, which shall be governed in Robert's Rules of Order,
revised, unless otherwise provided by ordinance or statute.

When a question has been once decided any member in the majority,
or in case of a tie, any member voting in the affirmative, may move
a reconsideration thereof at the same or at the next succeeding meeting;
but if a motion to reconsider be made on a day subsequent to that
on which an ordinance question was decided, a vote of the majority
of the entire Board shall be required to sustain it.

A call of the Board shall be ordered at any time by the request
of two or more members, and absent members shall be sent for, but
a call cannot be made after voting has commenced. When a call of the
Board has been requested and ordered, the door shall be closed until
the report of the policeman has been received and acted upon, or until
further proceedings under the call are dispensed with by a majority
of the entire Board.

Whenever any disturbance or disorderly conduct shall occur in
any of the meetings of the Board, the President may cause the room
to be cleared of all persons guilty of such disorderly conduct except
the trustees. In case any Trustee shall be guilty of disorderly conduct,
the President or presiding officer may order the police to take him
or her into custody for the time being or until the meeting shall
adjourn. Such member may appeal from such order to the Board as in
other cases.

All demands or accounts shall be acted upon at the time of presentation,
unless one or more members shall demand a reference. In the latter
case, the accounts shall be referred to the Finance Committee and
lay over until the next ensuing meeting, unless the Board, by a two-thirds
vote of all the members present, otherwise disposes of the same.

The standing committees of the Village Board shall consist of
the following:
A. Finance:

2. Review requests for nonbudgeted or emergency expenditures.
3. Consider any other matters which may be referred by the Village Board.
4. The Finance Committee shall consider department estimates with the
department head and the Village Administrator to determine the budget
feasibility.
B. Public Works, Streets, Water and Sewer System:

1. Review and finalize annual capital improvement program.
2. Recommend policy guidelines regarding public improvements.
3. Consider any other matters which may be referred by the Village Board.
4. Coordinate and advise the supervisor of Public Works as necessary
in the performance of their duties.
5. Assist the Village Administrator and Superintendent of Public Works
in the preparation of the annual Village Budget.
C. Public safety, police, fire and building regulations;
E. Parks, Recreation and Facilities:

1. Recommend policy guidelines regarding public improvements.
2. Consider any other matters which may be referred by the Village Board.
3. Assist the Village Administrator and Superintendent of Public Works
in the preparation of the annual Parks Budget.
4. Any person may make application for permission to hold an event for
the benefit of its members of the public within any park within the
Village. Applications for use of park facilities can be completed
through Village Hall. If there is a question regarding approval of
any application, it will be referred to the Village Board for final
approval. The Parks Committee and/or Village Board may require public
liability and/or property damage insurance in such amounts and on
such terms as it may deem reasonable and proper for the event proposed.

is a standing committee which shall be made up of three Trustees and
one nonvoting citizen member.

F. Personnel Committee.
1. Purpose. The purpose of the Personnel Committee is to create a flexible,
trusting, productive work environment while utilizing shared objectives
of employee involvement, ownership, security and teamwork.
In the spirit of mutual trust, respect and cooperation, it is
the goal of the Personnel Committee and the Village employees to establish,
maintain and consistently improve a work environment which treats
all individuals as responsible adults.
The Personnel Committee shall be committed to a continuing process
that encourages initiative, experimentation and generation of new
ideas supported by open and meaningful communications.
2. Composition: shall consist of three members of the Village Board
of Trustees appointed by and serving at the discretion and pleasure
of the Village President, subject to approval of a majority of the
Village Board. The Village President may appoint himself or herself
as one of the members of the Committee. The Committee shall, as its
first course of business, elect a Chair. The Personnel Committee shall
have the power to hold closed sessions in strict compliance with Section
19.85, Wis. Stats.
3. Meetings. The Committee shall provide an annual meeting for all employees
working over 600 hours per year.
This annual meeting shall provide a forum for employees to present
concerns, suggestions and salary requests.
The annual meeting of the Personnel Committee should be held
prior to October 1, called by the Chairperson of the Committee.
4. Duties:
a.
Formulate and recommend to the Board of Trustees policy, rules,
regulations and ordinances for the orderly management of all Village
employees; provided, however, that such duties shall be, at all times,
subject to and limited by requirements of any collective bargaining
agreement entered into by the Village;
b.
Formulate and recommend to the Village Board an annual employee
performance/evaluation;
c.
Formulate and recommend to the Village Board a comprehensive
set of employee job descriptions submitted by all standing committees;
d.
Assist the Village Board, when so requested by the Village Board,
in the selection, screening and interview process related to the hiring
of Village personnel;
e.
Committee may assist department heads and/or Village Board in
extending or amending probationary periods and dealing with employee
discipline and discharge;
f.
Recommend general pay schedule changes for nonunion employees
and elected officials. Committee members shall be appointed by the
Village President annually. Committees shall meet only when authorized
by the Village President or Village Board.

A. Except as provided in Section 66.035, Wis. Stats., all general ordinances
of the Village and all regulations imposing any penalty shall be posted
in three places as provided in Section 61.50, Wis. Stats.
B. All ordinances shall take effect the day after proof of posting of
the ordinance has been filed and recorded by the Village Clerk, or
at a later date if expressly provided in the ordinance.

These rules shall not be rescinded or amended unless the proposed
amendment or motion to rescind has laid over from a regular meeting,
and then it shall require a 2/3 vote of all the members of the Board.
