For the purposes of this Chapter the following terms shall be deemed to have the meaning indicated below:
COMMERCIAL VEHICLE
Any vehicle classified as one (1) ton or more and used in whole or in part for commercial purposes.

A. 
No person shall operate a commercial vehicle licensed or registered for or weighing more than eighty thousand (80,000) pounds gross weight on any City street, highway or roadway. To provide adequate notice to the public, signs bearing the legend: "No Commercial Vehicles Over 80,000 lbs." shall be posted on all streets entering the City.
B. 
For any commercial vehicle licensed or registered for or weighing less than eighty thousand (80,000) pounds gross weight:
1. 
No person shall park a commercial vehicle on any street, highway or roadway in the City, unless a commercial vehicle is actively being loaded or unloading a delivery.
2. 
Unless a commercial vehicle is actively being loading or unloading a delivery, no person shall operate a commercial vehicle on any City street, highway or roadway designated in Schedule V, Table V-A, except for the designated commercial vehicle route designated in Schedule V, Table V-B.
3. 
Upon application therefore by a City property owner, the Director of Public Works may grant, at no cost to the applicant, a twenty-four (24) hour permit authorizing the parking of such vehicle on the City property owner's lot, upon a finding that such parking would not endanger public health or safety or constitute a nuisance to adjoining property or residents thereof or visitors thereto and would be consistent with good planning practices. In making such determination the Director of Public Works shall take into consideration the zoning and uses of adjacent properties, giving special attention to any residential uses, public facilities, public access areas, and traffic concerns. In issuing any permit the Director of Public Works may impose such conditions and restrictions, including restrictions as to areas in which parking is permitted and screening requirements, as may be appropriate in light of the various factors considered. When parking of vehicles is permitted or authorized under this Subsection, such vehicles shall be parked only on an approved surface of concrete or asphalt.
C. 
No person shall operate for a commercial vehicle transporting explosive, corrosive, hazardous materials, and flammable liquid and gas carriers and any vehicles required to display placards, on any City street, highway or roadway designated in Schedule V, Table V-A, except for the designated commercial vehicle route designated in Schedule V, Table V-B.
D. 
Violation of this Section shall be punishable on conviction by a fine not to exceed one hundred dollars ($100.00).
