There is hereby established a Commission to be known as the
"Youth Advisory Commission". The Commission shall consist of fourteen
(14) members, ages thirteen (13) to nineteen (19), who are residents
of the City of Berkeley and all of whom shall serve without compensation.
The members shall be appointed by the City Council. The term of the
Commission members shall be three (3) years, except that the members
of the first (1st) Commission shall be appointed to staggered terms
as follows: six (6) members for three (3) year term, four (4) members
for two (2) year term and four (4) members for one (1) year term.
The members of the Commission shall adopt rules and regulations for
the conduct of their meetings not inconsistent with the Charter and
ordinances of the City and except for the organization of the first
(1st) meeting, the Commission members shall annually in the month
of May elect a Chairman, a Vice Chairman, a Secretary and such other
officers as it deems necessary.

A. The
Youth Advisory Commission shall:
1. Make a continuing study and analyze the problems and needs of the
youth and periodically report their findings to the Council.
2. Formulate plans to meet the needs of the youth and make recommendations
to the Council concerning the same.
3. Study ways and means of utilizing the talents and ability of such
citizens.
4. Perform such other duties as may be required by the Council.
