The Mayor, with the consent and approval of a majority of the
members elected to the City Council, shall appoint some suitable and
competent person to the office of City Collector.

The Collector shall, not less frequently than annually and at
such other times as may be designated by the Council, make a detailed
report stating the various monies collected during the year and the
amount uncollected and the names of all persons from whom he/she failed
to collect and the causes therefor. The annual report shall be made
at the first (1st) regular meeting of the Council in November of each
year and shall cover the preceding fiscal year in compliance with
auditor request and report.

The Mayor may, with the approval of the City Council, enter into a contract with the Ray County Collector for the collection of real and personal property taxes and special assessments within the corporate limits of the City, and the County Collector shall perform all of the duties of the City Collector heretofore performed by the City Collector regarding collection of said taxes and special assessments pursuant to Chapter
145 of the City Code as specified in said contract, all in accordance with applicable law.
