No person shall operate a motor vehicle within the limits of
any City park except upon the graveled portion of the driveways in
said parks.

A. It
shall be unlawful for any person to operate any motor vehicle in excess
of ten (10) miles per hour in the following designated City parks
in the City of Richmond, Missouri, to wit:

person who violates any of the provisions of this Section, upon conviction
thereof, shall be punished by a fine of not less than five dollars
($5.00), nor more than five hundred dollars ($500.00) or by imprisonment
for a term not exceeding three (3) months, or both such fine and imprisonment.

In all public parks owned by the City, it is hereby prohibited
to possess intoxicating beverages. For the purpose of this Section,
the term "intoxicating beverages" shall include all
beverages as defined by the Revised Statutes of the State of Missouri
as being intoxicating beverages and shall further include what is
popularly referred to as 3.2 beer or non-intoxicating beer.

All activity in public parks owned by the City is hereby prohibited
between the hours of 11:00 P.M. and 6:00 A.M. without permission of
the Park Board.

Shelters at the City Parks may be rented for a fee as set forth
in the City's Comprehensive Fee Schedule, held on file in the City
offices.

A. For
the purposes of this Section, the terms "tobacco products," "alternative
nicotine product," and "vapor product" shall have the same meaning
and definition as set forth in Section 210.2100 of the City Code.
For the purposes of this Section, the term "smoking," means inhaling, exhaling, burning, or carrying any lighted, heated,
or ignited cigar, cigarette, cigarillo, pipe, hookah, electronic device,
or plant product, using any other method or device that delivers nicotine
or other substances to a person.
B. The
following are prohibited within any park or at any City-sponsored
parks and recreation activities except in designated areas approved
by the Director of Parks and Recreation:

3. The use of alternative nicotine product; and
4. The use of vapor product.
C. Signage
regarding the restrictions in this Section may be placed in the City
parks at appropriate locations as determined by the Director of Parks
and Recreation.
