There is hereby established in the City the position of Director of Parks and Recreation. The Director of Parks and Recreation shall, in consultation with the Park Board, be appointed by the Mayor and approved by a majority of the members of the City Council.

A. 
The Director of Parks and Recreation shall be responsible for:
1. 
Supervising the development and maintenance of the park facilities;
2. 
Developing and administering the budget for park maintenance, upkeep and repair;
3. 
With the approval of the City Administrator and in consultation with the Park Board, screening and recommending for employment applicants seeking positions in the Parks and Recreation Department, including contract laborers, and supervising all employees of the Parks and Recreation Department;
4. 
Recommending policy and practices to the Park Board for efficient and effective park maintenance, upkeep and repair;
5. 
Becoming involved in any agency program which will keep him/her abreast of current practices, issues, facilities and programs designed to more effectively do the job;
6. 
Planning, promoting, organizing, and supervising a comprehensive municipal recreation program known as the City Recreation Program and administering the same in the interest of the entire community. The fees for participation in the City Recreation Program's activities shall be set forth in the City's Comprehensive Fee Schedule, held on file in the City offices; and
7. 
Performing such additional duties not herein specifically set out as may be required by law, by ordinance, or by order of the City Administrator, City Council or Mayor.

In order to be eligible for the position of Director of Parks and Recreation, such Director must hold an earned Bachelor of Science degree in recreation and park administration, or a bachelor's degree in a related field with at least two (2) full years of administrative experience in recreation; or otherwise have such experience and training in park and recreation administration or a related field as may be deemed appropriate by the Mayor and City Council of the City.
