A. 
Nothing contained in this Code of Ordinances or the ordinance adopting this Code shall be construed to repeal or otherwise affect the following:
1. 
Any ordinance dedicating, naming, establishing, locating, relocating, opening, closing, paving, widening, vacating, etc., any street or public way in the City; or
2. 
Any ordinance establishing and prescribing the street grades of any street within the City.

No sign, projection or other encroachment upon public rights-of-way shall be erected on, placed upon or extend over the right-of-way of any State or Federal highway within the City.

Every person, whether as owner or tenant, who occupies a parcel of land within the City shall remove all snow from the sidewalk adjoining such parcel of land so occupied within fourteen (14) hours after the falling of such snow.

No street, alley, lane, avenue, thoroughfare or public highway shall hereafter be adopted and be placed upon the official map of the City or recognized as existent, as other than a private thoroughfare in the City, except that it first be submitted to the City Council and adopted as a public street, lane, alley, avenue, thoroughfare or public highway.
