A. No
installation, alteration or removal shall be made in/or of the wiring
of any building or structure for light, heat or power or to increase
the load of energy carried by such wires or equipment, nor shall any
building or structure be wired for electrical lights, appliances,
motors, apparatus or heating devices nor alterations made thereto
without a written permit therefore being first obtained from the City
by the person having direct charge of such installation.
B. A master
electrician shall acquire an electrical permit only for work that
he/she shall perform or shall be performed under his/her direct supervision
by his/her duly licensed employees. No electrical permits shall be
purchased by the master electrician for any other person. Failure
to comply with this provision may result in the suspension or revocation
of the master electrician's license.
C. An
individual may purchase a permit to perform his/her own electrical
work on residential property owned and occupied by him/her. Such work
done by an individual must be done by him/her personally on his/her
own particular job and not be a way of performing a service to the
public generally.
D. Only
one (1) permit will be issued for each project. Should the original
permit holder decide to leave a project, he/she shall notify the Electrical
Inspector and/or the Building Inspection Department in writing of
their intention to leave the project and withdraw the issued permit.
Only after that has occurred can a new permit be issued for the same
project.

No permit shall be required by this Article to replace any electrical
fixtures or appliances which require no change in the electric wiring
for such fixture or appliance.

A. Application
for permits required by the provisions of this Article describing
the work to be done shall be made in writing to the Electrical Inspector
by the electrician installing the work. He/she shall give the exact
street number of the premises on which work is to be done, date the
inspection is desired, name of the owner or occupant, name of the
electrician doing work and class of wiring.
B. All
applications for permits shall be accompanied by the required fee.

Along with the application for a permit required by the provisions
of this Article, the applicant therefore shall file with the Electrical
Inspector plans and specifications for the work to be done upon request
of the inspector. No deviation from such plans or specifications shall
be allowed without prior written permission from the Electrical Inspector.

All applications for permits and inspections required by this
Article shall be accompanied by the following fees:
Upgrade of service: $15.00.
Upgrade of interior wiring: $15.00.
New 100 amp. service: $20.00.
New 200 amp. service: $25.00.
Over 200 amp. service: $35.00.
New residential: $35.00.
Each electrical outlet and fixture, commercial: $0.25.
All temporary service: $25.00.
Commercial air-conditioning unit, up to 20 tons: $25.00.
Each ton over 20 tons, per ton: $0.50.

No permit for the installation or authorization of any electrical
wiring, heating devices, motors, appliances or apparatus shall be
issued until the occupational license and bond required of electricians
have been obtained.

Upon notice of the completion of electrical work, the Electrical
Inspector shall, as early as possible, inspect such wiring, installation,
appliance or apparatus.

The master electrician shall have all electrical work installed
by them inspected before such work is covered or concealed. All cabinet
and panel board covers or trims shall be left off for final inspection
and any fitting or cover that conceals any wiring which may hinder
the proper inspection of electrical work shall be removed by the master
electrician at the request of the City Electrical Inspector.

Upon the completion of the wiring, installation or alteration
of any building or structure for electrical light, heat, power, appliance
or apparatus, it shall be the duty of the permit holder to notify
the Electrical Inspector thereof.

If, upon inspection, the electrical work shall be in accordance
with the requirements of this Chapter, the Electrical Inspector shall
execute a certificate of satisfactory inspection which shall contain
the date of such inspection and the result of his/her examination,
but no such certificate shall be issued unless such electrical wiring,
motors, heating devices, appliances and apparatus be in strict accord
with the rules and requirements and the spirit of this Chapter, nor
shall power be turned on such installation, equipment, appliance,
motor, heating device and apparatus until said certificate be issued.

Any person who shall fail to correct any defect or defects in
his/her work or to meet the required standards after having been given
notice of the unfit condition by the Electrical Inspector, within
a reasonable time, shall be refused any other permit until such defect
or defects have been corrected and shall be subject to revocation
of license for continued defective work or upon conviction for violation
of the provisions of this Chapter.

Nothing in this Article to the contrary withstanding, no permit
or inspection shall be required in connection with electrical work
at industries located in districts zoned industrial in the City of
Poplar Bluff, unless the electrical work involves the use of an outside
contractor, rather than in-house labor or is in connection with a
major expansion involving new electrical service.

A temporary electrical permit may be issued for electrical power
and lighting installations during the period of continuous and active
new construction. A temporary permit shall be issued for a period
of ninety (90) days for remodeling, maintenance, repair or demolition
of buildings or similar activities. Extensions may be granted to the
permit holder with the approval of the Electrical Inspector for a
period not to exceed ninety (90) days.

A temporary permit may also be issued for holiday lighting displays,
carnivals, farmers markets, demonstrations, etc.
