No person shall engage in the practice of plumbing in this City either on his/her own behalf or on the behalf of another either as a master, journeyman or apprentice plumber without first securing a license from the City pursuant to the provisions of this Part 3 of Article
II of Chapter
525 of this Code. The practice of plumbing on each separate job by an unlicensed person shall constitute a separate offense.

Any person desiring to secure a license required by this Part 3 of Article
II of Chapter
525 of this Code shall make application therefore on forms to be prepared and provided by the Board.

Any person desiring a journeyman or master plumber's license
shall make application in writing to the City inspector requesting
an examination covering such certificate. Any person desiring a journeyman
license shall present documented proof of employment as a plumber
for a master plumber or a plumbing contractor for a period of four
(4) years. Any person desiring a master plumber's license shall have
four (4) years documented experience under the supervision of a master
plumber while maintaining a license as a journeyman plumber. Documented
military experience, trade school courses and education, undergraduate
and graduate degrees or other suitable experience may be taken in
lieu of the period of experience required hereunder. The application
shall be accompanied by fees as hereinafter provided. Any conviction
for violating this Chapter or any rule or regulation promulgated thereunder
or any felony conviction shall be taken into consideration in determining
whether or not the applicant is competent and qualified.

A. The following fees shall be charged for the examination of applicants and the issuance of licenses under the provisions of this Part 3 of Article
II of Chapter
525 of this Code:
1. Master plumber.
Examination: $35.00.
Annual license: $100.00.
Three (3) year license: $275.00.
2. Journeyman plumber.
Examination: $25.00.
Annual license: $50.00.
Three (3) year license: $125.00.

Every license issued under the provisions of this Chapter shall
expire on the thirty-first (31st) day of December of the expiration
year. Each license shall be delinquent on the following January first
(1st) and failure to renew said license shall result in the imposition
of a penalty of ten percent (10%) of the license fee for each month
thereafter that the license is not renewed. Said penalty shall accrue
for a period of three (3) months; provided that if the license has
not been renewed after such period, the written examination must be
retaken. No plumbing permits may be obtained by a master plumber with
an expired license.

Written examination shall be given the applicant for a license
required by this Part 3 within thirty (30) days after filing application
or as soon thereafter as possible. A grade of seventy percent (70%)
shall be the lowest passing grade. Examination papers shall be reviewed
and graded by the Board and the applicant shall be notified of the
results of the same within ten (10) days after the Board reviews the
scores at the next regularly scheduled meeting. Applicants failing
in the first (1st) examination shall not be re-examined until the
next available testing date. Applicants will be allowed to take the
test three (3) times in a twelve (12) month period of time.

Any person who fails to pass an examination prescribed by the
Board may apply for re-examination after the expiration of thirty
(30) days upon payment of a new fee.

Whenever a person shall successfully pass the examination prescribed
by the Board for a plumber's license, the Clerk shall issue an occupation
license to such person.

A person who has been issued a master plumber's license shall
execute and deposit with the Plumbing Inspector a bond in the amount
of three thousand dollars ($3,000.00) which shall be so conditioned
that all plumbing work performed by the licensee or under his/her
supervision shall be performed in accordance with the provisions of
this Chapter and that he/she will pay all fines and penalties properly
imposed upon him/her for violation of the provisions of this Chapter.
A master plumber shall not purchase a permit unless a bond has been
executed and deposited as herein provided.

Each license issued under this Part 3 of Article
II of Chapter
525 of this Code shall be deemed to be a personal license to the person to whom the same was issued and shall not be transferable.

A. The
Plumbing Inspector and/or the Board shall have the right and authority
to suspend any license issued pursuant to this Chapter upon the violation
of any portion of this Chapter and the Plumbing Inspector shall, upon
suspension, file with the Plumbing Board a statement setting forth
the reasons for such suspension. A copy of such report shall be given
the suspended plumber upon his/her request.
B. If
the plumber feels aggrieved by such suspension, then he/she may notify
the Plumbing Board in writing of his/her feelings and may appear and
be heard by the Plumbing Board.
C. If,
upon a full hearing by the Plumbing Board, it is determined by the
Board that such suspension is well founded, then the plumber's license
shall be revoked and the City Attorney shall be directed to take such
action as may be necessary to forfeit the bond of such plumber.
D. In
the event the suspended plumber fails or refuses to appeal to the
Plumbing Board within ten (10) days, then the City Clerk shall place
before the City Council the Plumbing Inspector's report. It shall
then be the duty of said City Council to revoke the suspension order
or revoke the license and forfeit the bonds as aforesaid.
E. The
City Clerk shall not issue a master or journeyman plumber's license
to any previous holder of a revoked license, except upon a new application
approved by the Board after a three (3) month waiting period.

Violations of this Chapter, or any conviction that involved
using the plumbing profession to commit or be an accessory to a criminal
act, are grounds for the suspension and/or revocations of any license
granted under this Chapter.

A person who has successfully passed the plumber's examination referred to in Section
525.210 and who presently holds a valid master plumbers license or journeyman plumber's license may apply to the Plumbing Board for inactive status. In the event that the Plumbing Board grants to said person such status, said person may, within a period not to exceed five (5) years from the date such status is granted, reapply to the Plumber's Board, in writing, for a master plumber's license or journeyman plumber's license without being re-examined as provided in Section
525.210. At such time as the Board terminates the inactive status and the master plumber's license or journeyman plumber's license is renewed, said person shall pay the license fee and provide the bond and meet all other requirements referred to in this Chapter. If the applicant wishes to extend their inactive status beyond the five (5) year period, they will need to re-apply to the Plumbing Board for an extension of their inactive status.
