There is established in the City of Quincy a Council for the Aging for the purpose of carrying out programs designed to meet the problems of the aging in coordination with programs of the Department of Elder Affairs for the Commonwealth of Massachusetts.

The Council shall consist of 15 members, including the Health Commissioner, the Director of Elder Services and the Director of Recreation, who shall be members ex officio, and 12 residents of Quincy, who shall be appointed for staggered three-year terms, four members to be appointed on the first Monday of each February.
The Council shall meet once a month and during the month of February shall elect from its members a Chairperson who shall preside at the meetings and a Clerk, who shall be one of the ex officio members, who shall be custodian of the records of the Council.
The Council shall adopt and may from time to time amend rules and regulations establishing a time for its regular meeting and for its government and for the management of such projects and property as may fall within its jurisdiction. The Council shall annually submit to the Mayor a report of its activities for the prior year.
No salary or compensation shall be paid to any member of the Council for the Aging for services rendered said Council.

The names, addresses, telephone numbers, or other identifying information about elderly persons in the possession of the Council shall not be public records, but the use of these records shall comply with MGL c. 19A, §§ 14 to 24, inclusive, as a condition of receiving a government contract, program grant or other benefit, or as otherwise required by law.
