No open air public meeting shall be held in any public street or public grounds of the City, or upon any ground abutting upon any street or public way in the City, and no person shall publicly address the people on or passing over any public street or grounds in the City, unless a permit in writing therefor shall first be obtained from the Board of Licensing Commissioners of the City.
Application to conduct any open air meeting described in § 205-1 shall be made in writing to the Board of Licensing Commissioners by the person in charge or control thereof or responsible therefor, and such application shall specify the place at which it is desired to hold such meeting, the purpose thereof, and the name of the person, corporation, society or organization in control thereof or responsible therefor, the time at which such public meeting is to be held, and the probable duration thereof.
Any permit for an open air meeting or public speaking under this chapter shall state where the same shall take place and the date and hours when it shall be held.
