The Department of Traffic, Parking, Alarm and Lighting is established. The Mayor shall annually appoint a Traffic Engineer who shall be the head of the Department, who shall be experienced in traffic engineering, including traffic and signal design. The Department shall provide traffic studies as required and oversee the placement and maintenance of all traffic signs and signals, roadway markings and parking meters within the City. The Department shall also oversee the collection of parking meter receipts and the shared enforcement of parking restrictions with the uniformed police, but not the collection of fines, which shall remain with the Parking Clerk.
