The office of Treasurer/Collector of the City is established.
The duties of the Treasurer/Collector shall consist of the statutory duties of a city treasurer and city tax collector under the General Laws of Massachusetts and in addition thereto the duty to collect all accounts due the City pursuant to MGL c. 41, § 38A.
The office of the Treasurer/Collector shall be the sole depository of City funds and whenever possible shall receive the moneys directly.
The Treasurer/Collector shall keep an accurate and true account of all payments and receipts on behalf of the City. He shall make a written weekly report to the Auditor of all moneys received and paid out by him during the preceding week.
The Treasurer/Collector is authorized to pay from the treasury all bills and claims against the City which have been approved by the heads of various branches and divisions and certified to by the Auditor unless otherwise provided by law.
The Treasurer/Collector shall collect all taxes, assessments, water bills, debts and other demands due the City as provided by law.

The bonds required by law of the Treasurer/Collector and employees of this office shall be filed with the Mayor.
