There shall be a Parks and Recreation Board which shall serve
as an advisory board to the Board of Aldermen. The purpose of the
organization will be to make recommendations to the Board of Aldermen
regarding the planning, design and development of the City's
parks and recreational facilities. In addition, the Parks and Recreation
Board shall participate in the planning, organization and control
of the City's civic and/or recreational events. In the event
that the Board of Aldermen shall authorize an expenditure of money
by the Parks and Recreation Board, then the checks issued in payment
for the Parks and Recreation Board expenditures shall be issued and
signed by the City Administrator and/or the City Clerk.

A. The
Parks and Recreation Board shall consist of seven (7) members, one
(l) being a member of the Board of Aldermen and six (6) being volunteer
citizens of the City.
B. The
Mayor, with the consent of the Board of Aldermen, shall appoint the
members of the Parks Board.

Volunteer citizen members of the Parks and Recreation Board
shall serve three (3) year terms with each staggered so that one-third
(⅓) of the members shall be appointed each year. The representative
of the Board of Aldermen shall be appointed/reappointed annually.
The area organizational representatives/liaisons may serve their group
or district for a term of up to two (2) years.

A. Upon
appointment, the Parks Board shall meet, elect a Chairman from its
membership and such other officers as the membership may deem necessary.
B. The
Parks and Recreation Board may meet in the Board room of City Hall.
Prior to any meeting, the Chairman of the Board shall give or shall
cause to give due notice of the time and place thereof to all members
of the Board and the public.
C. The
Parks and Recreation Board shall adopt rules for the transaction of
business and keep records of its meetings and activities, which record
shall be a public record.

A. Every
vacancy that may occur on the Parks and Recreation Board shall be
reported to the City Clerk and shall be filled by appointment by the
Mayor in the same manner as is provided for initial appointments.
Each appointment to fill a vacancy shall be for the unexpired term.
B. The
Mayor may, by and with the consent of the Board of Aldermen, remove
any member of the Parks and Recreation Board for misconduct or neglect
of duty or when such removal would be conducive to the proper operation
of the Board.
