All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk, not prior to the hour of 8:00 A.M., on the fifteenth (15th)
Tuesday prior to, nor later than 5:00 P.M., on the eleventh (11th)
Tuesday prior to the next City municipal election, a written declaration
of his/her intent to become a candidate at said election. The City
Clerk shall keep a permanent record of the names of the candidates,
the offices for which they seek election, and the date of their filing,
and their names shall appear on the ballots in that order.
The City Clerk shall, on or before the thirteenth (13th) Tuesday
prior to any election at which City offices are to be filled by said
election, notify the general public of the opening filing date, the
office or offices to be filled, the proper place for filing and the
closing filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.
The form of said written declaration of candidacy shall be substantially

In City elections, the City Clerk shall notify the County Clerk
prior to 5:00 P.M. on the tenth (10th) Tuesday prior to any City election
or within seven (7) working days after the candidates' names are certified,
whichever is later, of the forthcoming City election. The notice shall
be in writing, shall specify that the Board of Aldermen is calling
the election, the purpose of the election, the date of the election,
and shall include a certified copy of the legal notice to be published
including the sample ballot. The written notice shall be executed
on behalf of the Board of Aldermen by the Mayor of the Board, and
shall include the attestation of the City Clerk and shall have affixed
thereto the Seal of the City of New London.

A. The City Council of the City of New London, Missouri, shall be authorized
to forgo annual elections if the number of candidates who have filed
for a particular office is equal to the number of positions in the
office to be filled by the election.
B. If the majority of the votes cast by the qualified voters are in
favor of the question, then the municipality shall conduct its municipal elections
for the following six (6) years immediately thereafter in accordance
with Section 115.124, RSMo. At the end of such six-year period it
shall be prohibited from conducting elections in such a manner unless
another election is held and the issue is again approved by the majority
of the qualified voters.
C. If no election is held for such office as provided in this Section,
the election authority shall publish a notice containing the names
of the candidates that shall assume the responsibilities of office
under this Section. Such notice shall be published in at least one
(1) newspaper of general circulation as defined in Section 493.050,
RSMo., by the first of the month in which the election would have
occurred, had it been contested.

A. Number Of Wards. The City of New London, Missouri, shall
be divided into two (2) Wards.
B. Designation Of Wards.
1. First ward. Begin at the western boundary of New
London, Missouri, in the center of Fourth Street, run thence with
said center east to the eastern City limits. All of said above described
territory lying south of said line shall constitute and be known as
the First Ward of the City of New London, Missouri.
2. Second ward. All that portion of the City lying
on the north of the north boundary line of the First Ward shall constitute
the Second Ward of the City of New London, Missouri.
