All elections in the City shall be conducted under the Election
Laws of the State of Missouri, as the same may be amended from time
to time.

Qualified voters of the City shall be those individuals qualifying
to vote under the laws of the State of Missouri and residing within
the municipal boundaries of the City of Seneca, Missouri.
All officers elected to offices or appointed to fill a vacancy
in any elective office under the City Government shall be voters under
the laws and Constitution of this State and the ordinances of the
City except that appointed officers need not be voters of the City.
No person shall be elected or appointed to any office who shall at
the time be in arrears for any unpaid City taxes, or forfeiture or
defalcation in office. All officers, except appointed officers, shall
be residents of the City.
If a vacancy occurs in any elective office, the Mayor or the
person exercising the duties of the Mayor shall cause a special meeting
of the Board of Aldermen to convene where a successor to the vacant
office shall be selected. The successor shall serve until the next
regular municipal election. If a vacancy occurs in any office not
elective, the Mayor shall appoint a suitable person to discharge the
duties of such office until the first (1st) regular meeting of the
Board of Aldermen thereafter, at which time such vacancy shall be
permanently filled.

A. The
City of Seneca shall be and hereby is divided into three (3) Wards,
which said Wards shall be known and designated by the respective numbers,
as hereinafter set out and described.
1. First Ward. The First Ward shall comprise all that
part of said City bounded and described as follows, to wit: that portion
of the City north of Big Lost Creek to the City limits.
2. Second Ward. The Second Ward shall comprise all
that part of said City bounded and described as follows, to wit: that
portion of the City south of Big Lost Creek and east of Missouri Highway
Route 43, north side of Old Highway 60 to west side of St. Louise
Street to St. Anne Street, and all north side of St. Anne Street to
the City limits.
3. Third Ward. The Third Ward shall comprise all that
part of said City bounded and described as follows, to wit: that portion
of land south of Big Lost Creek to the west side of Highway 43 and
Cherokee Avenue south of St. Anne Street and east of St. Louise, then
south to the City limits.
