A. 
The City of California, Missouri, does hereby adopt in its entirety the Personnel Handbook, a true copy of the same is on file in the office of the City Clerk.
B. 
The Personnel Handbook as adopted by the City shall not constitute a contract by and between the City and its employees or officers. Further, that the City reaffirms specifically that all employees are "at will" employees, and that the adoption of the Personnel Handbook will not modify that relationship. The handbook may be modified at any time by majority vote of the Board of Aldermen of the City.
