A.
A Township Engineer may be appointed as a full-time employee by the
Mayor, with the advice and consent of the Council, for a term coincidental
with that of the Mayor so appointing. Said term shall commence upon
the Township Council's granting its consent to the Mayor's nomination
and shall continue until a successor is appointed and qualified.
B.
The Township Engineer may appoint an Associate Township Engineer, upon approval of the Mayor and with the advice and consent of the Council, who shall have all the powers and obligations of the Township Engineer. In the alternative, the Mayor may appoint, with the advice and consent of the Council, a consultant (a non-full-time employee of the Township) to serve as Township Engineer. Said term of office of said consultant serving as Township Engineer shall be for a term of two years, commencing January 1 of the year of appointment, and said consultant serving as Township Engineer shall assume all the duties of the Township Engineer as set forth in § 5-16, Duties, as set forth hereinafter.

A Consultant Township Engineer may be retained by the Mayor,
with the advice and consent of the Council, for a term of two years,
within the limits of available appropriations. Said term shall commence
January 1 of the year of the appointment and continue until a successor
is appointed and qualified. The Consultant Township Engineer may appoint
an Associate Consultant Township Engineer, upon approval of the Mayor,
who shall have all the powers and obligations of the Consultant Township
Engineer, provided that said associate is a member of the firm of
the Consultant Township Engineer, and further provided that said associate
shall be at no additional retainer expense to the Township. The duties
of the Consultant Township Engineer shall be to provide engineering
services to the Township from time to time in connection with specific
projects directly assigned to the Consultant Township Engineer by
either the Mayor or the Council. Nothing herein shall be construed
to prohibit the Mayor, with the advice and consent of the Council,
from designating a special consultant engineer, other than the appointed
Consultant Township Engineer, for any particular project.
The duties of the Township Engineer shall be as follows:
A.
To prepare or cause to be prepared plans and specifications for public
works and improvements undertaken by the Township, either on force
account or by public contract, and be compensated as agreed upon with
the Council.
B.
To coordinate the activities of consulting engineers that may be
retained, from time to time, by the Township in connection with the
contractual responsibilities of such engineers and to examine and
reject or approve all vouchers submitted for work performed by contractors
in accordance with improvement contracts entered into by the Township.
C.
To provide and maintain surveys, maps, plans, specifications and
operating records with respect to public work and facilities owned
or operated by the Township and to maintain an index of as-built plans
of all Township construction.
D.
To provide technical and engineering advice and assistance to other
Township departments as required.
F.
To review and approve all proposed improvements prior to the granting
of preliminary and final subdivision approval by the Planning Board
and to inspect and approve all improvements during the course of construction
and prior to the release, by the Township, of any performance guaranties.
G.
To maintain the Tax Map for the Division of Assessment and to be
responsible for promptly recording thereon all changes from information
provided by the Division of Assessment.
