There shall be a Department of Planning, Zoning and Code Enforcement,
the Director of which shall be the Township Planner. The Department
shall consist of a Division of Planning and Zoning and a Division
of Inspections and Code Enforcement.

A. A licensed professional planner of the State of New Jersey may be
appointed as a full-time employee by the Mayor or as a consultant
with the advice and consent of the Council, for a term coincidental
with that of the Mayor so appointing. Said term shall commence upon
the Township Council's granting its consent to the Mayor's nomination
and shall continue until a successor is appointed and qualified. And
that person appointed shall be known as the Township Planner.
B. The Township Planner appointed, whether as an employee or a consultant,
shall be head of the Division of Planning and Zoning within the Department
of Planning, Zoning and Code Enforcement.
Within the Department of Planning, Zoning and Code Enforcement,
there shall be a Division of Planning and Zoning, the head of which
shall be the Township Planner. The powers and duties of the Division
shall be:
A. To advise and assist the Mayor and Council in regard to the physical
planning and public improvement aspects of all matters related to
the development of the Township.
B. To provide staff assistance to the Planning Board in all matters
under its jurisdiction.
C. To conduct continuous studies and collect statistical and other data
to serve as the basis for planning recommendations.
D. To study the operation and effect of land use controls and their
administration within the Township and report thereon to the Mayor
and Council.
Within the department of Planning, Zoning and Code Enforcement,
there shall be a Division of Inspections and Code Enforcement, the
head of which shall be the Construction Officer or the Zoning Enforcement
Officer. The Division shall:
A. Administer the Building Code, for which there shall be a Construction
Officer and as many associated and assistants as may be required.
B. Administer the Township Zoning Ordinance, subject to the provisions of the state enabling act, for
which there shall be a Zoning Officer, who may be the same person
as the Construction Officer.
C. Require compliance with the National Electrical Code and the Township
ordinances relating thereto.

D. Administer the provisions of the Plumbing Code by subcode officials,
as defined in Chapter 217 of the Laws of 1975.
E. Administer such codes and perform such services and inspections as
may be required by state law, regulations, rules or local municipal
ordinances.
F. Conduct and administer such inspections and enforcement proceedings
as are authorized by the ordinances and laws under its administration.
It shall, so far as practicable, consolidate and coordinate all regulatory
inspections relating to the construction, maintenance, use and occupancy
of buildings and structures which are not vested in any other department
or division by the Administrative Code and shall provide for coordinated
cooperative inspection and enforcement so far as practicable.
