A.
Any drain or conveyance, whether on the surface or subsurface, that allows any nonstormwater discharge, including sewage, process wastewater, and wash water, to enter a regulated small municipal separate storm sewer system (MS4) or to enter the waters of this commonwealth is prohibited.
B.
No person shall allow, or cause to allow, discharges into a regulated small MS4, or discharges into waters of this commonwealth, which are not composed entirely of stormwater, except:
(1)
As provided in Subsection C below; and
(2)
Discharges allowed under a state or federal permit.
C.
The following discharges are authorized unless they are determined to be significant contributors to pollution in a regulated small municipal separate storm sewer system (MS4) or to the waters of this commonwealth:
(1)
Water line flushing.
(2)
Discharges from potable water sources.
(3)
Landscape irrigation.

Routine external building wash down (which does not use detergents or other compounds).
D.
In the event that either the Township or DEP determines that any of the discharges identified in Subsection C significantly contribute pollutants to a regulated small MS4 or to the waters of the commonwealth, the Township or DEP will notify the responsible person(s) to cease the discharge.
E.
Upon notice provided by the Township under Subsection D, the discharger will have a reasonable time, as determined by the Township, to cease the discharge consistent with the degree of pollution caused by the discharge.
F.
Nothing in this section shall affect a discharger's responsibilities under state law.
G.
The following connections are prohibited, except as provided in Subsection C above:
(1)
Any drain or conveyance, whether on the surface or subsurface, which allows any nonstormwater discharge, including sewage, process wastewater, and wash water, to enter the separate storm sewer system and any connections to the storm drain system from indoor drains and sinks.
(2)
Any drain or conveyance connected from a commercial or industrial land use to the separate storm sewer system which has not been documented in plans, maps, or equivalent records and approved by the Township.
A.
Roof drains and sump pumps shall not be connected to streets, sanitary or storm sewers or roadside ditches, except as provided in § 166-34B of this chapter.
