The Borough Council shall, by ordinance(s), establish titles for public employment by the Borough and salary ranges for Borough employees. Said titles shall conform to regulations promulgated by the New Jersey State Department of Personnel.
The Borough Council shall, by resolution(s), adopt and amend from time to time personnel policies and procedures, including rules concerning the hiring and termination of employees, terms and conditions of employment and regulations required to comply with applicable federal and state employment-related law. The personnel policies and procedures adopted pursuant to said resolution(s) shall be applicable to all officials, appointees, employees, prospective employees, volunteers and independent contractors of the Borough of Oradell.
A. 
As set forth in the Code of the Borough of Oradell, the Borough Administrator shall direct and supervise the administration of all departments and coordinate the functions of boards and agencies of the Borough and the Borough Administrator shall recommend the hiring of employees and, when necessary for the good of the Borough, take disciplinary action against, or recommend the discharge of, any employee, advising the Borough Council of such actions as stated in the Code. Therefore, the Borough Administrator is responsible for the implementation and enforcement of the personnel practices adopted by ordinance or resolution authorized pursuant to this chapter. If there is a conflict between said personnel practices and any duly adopted and lawful collective bargaining agreement, personnel services contract or federal or state law, the terms and conditions of that contract or law shall prevail. In all other cases, the practices adopted pursuant to this chapter shall prevail.
B. 
The Borough Administrator is charged with conducting annual performance evaluations for all department heads and all other staff that reports directly to the Administrator. Said evaluations shall be completed by the end of the first business quarter of the calendar year. The Borough Administrator shall forward all completed evaluations to the Administrative Committee for review and approval. The Administrator shall also forward a written recommendation for salary increases to the Administrative Committee together with supporting data. After the evaluations have been approved and salary adjustments have been recommended by the Administrative Committee, the Administrator shall meet with all department heads and other staff that report directly to the Administrator to review the evaluations and set goals by the first quarter of the next evaluation period so that benchmarking progress is continued.

If prior ordinances or resolutions contain sections that conflict with this or future ordinances or resolutions, the more recent enactment shall be in effect.

P.L. 2013, c. 28,[1] authorizes local governments to mandate direct deposit for certain governmental employees effective after July 1, 2014, and P.L. 2013, c. 28, permits governing bodies to grant exemptions on such terms and conditions as they deem necessary.
A. 
All full-time employees and elected public officials who receive compensation from the Borough of Oradell are mandated to have direct deposit of their compensation after July 1, 2014, in accordance with Chapter 28, P.L. 2013, as defined under N.J.S.A. 52:14-15f(b).
B. 
Seasonal and temporary employees who are employed by the Borough of Oradell are exempt from the direct deposit mandate.
C. 
Municipal employees may request, in writing, an exemption from the direct deposit mandate to the Borough of Oradell Chief Financial Officer. Such requests will be presented to the Borough of Oradell governing body within 30 days. The Borough of Oradell governing body may grant such an exemption by resolution and only for good cause.
