There is hereby established in the Borough of
Oradell a State Uniform Construction Code enforcing agency to be known
as the "Borough of Oradell Code Enforcement Agency," consisting of
a Construction Official, Building Subcode Official, Plumbing Subcode
Official, Electrical Subcode Official, Fire Protection Subcode Official
and such other subcode officials for such additional subcodes as the
Commissioner of the Department of Community Affairs, State of New
Jersey, shall hereafter adopt as part of the State Uniform Construction
Code. The Construction Official shall be the chief administrator of
the enforcing agency.
Each official position created in §
95-1 hereof shall be filled by a person qualified for such position pursuant to P.L. 1975, c. 217, as amended, and N.J.A.C. 5:23, provided that in lieu of any particular subcode official, an on-site inspection agency may be retained by contract pursuant to N.J.A.C. 5:23 to hold each such position.
The public shall have the right to do business
with the enforcing agency at one office location, except for emergencies
and unforeseen or unavoidable circumstances.

A. Purpose. The purpose of this article is to mandate the exterior identification
of all structures within the Borough of Oradell that utilize lightweight
wood, wood truss, steel truss, composite truss, laminated wood, wood
I-beams, or any other premanufactured lumber as a method to construct,
renovate, or alter any section of an individual structure or dwelling
unit. The pre-incident identification of these buildings will provide
fire-suppression crews with critical strategic and tactical information
to be utilized during fire-fighting operations and will significantly
enhance the safety of fire-suppression personnel operating at emergency
incidents. This article shall apply to all structures consisting of
truss or premanufactured building components not currently regulated
for identification within the current New Jersey Editions of the Uniform
Construction Code and the International Fire Code.
B. Definitions.
(1) As used in this article, the following terms shall have the meanings
indicated:
ENGINEERED LUMBER
Prefabricated I-joists, truss joists, truss rafters, laminated
beams and studs and any other materials that may fit within this category.
REFLECTIVE SYMBOL
An emblem made of reflective material, in the shape and form
as described by the Uniform Construction Code (UCC), the Uniform Fire
Code (UFC) and the International Fire Code, New Jersey Edition (IFC),
with the mentioned modifications, in order to maintain continuity
throughout the state in identifying as structure as containing engineered
lumber.
STRUCTURE
A combination of materials to form a construction for occupancy,
use or ornamentation, whether installed on, above or below the surface
of a parcel of land.
(2) All definitions in the current UCC, the UFC and the IFC shall be
the same for this article.
C. Determination of use; reflective symbols.
(1) The Borough Construction Official or designee shall determine if
a structure contains engineered lumber.
(2) All structures containing engineered lumber must have a reflective
symbol affixed to the following locations:
(a)
The primary location will be the electrical meter.
(b)
In the event the electrical meter is inside the structure, the
secondary location will be the area of the gas meter that is plainly
visible.
(c)
In the event the gas meter is inside the building, the third
and final location will be the garage door.
(3) The reflective symbol shall be applied by the Oradell Volunteer Fire
Department/Construction Code Official or Fire Code Official or designee
and shall be a condition of the issuance of a certificate of occupancy
in new construction and the certificate of acceptance in other than
new construction.
(4) The reflective symbol shall be an emblem made of reflective material,
in the shape and form as described by the UCC. The dimensions shall
be determined by the Borough Construction Code Official in consultation
with the Fire Department. This shape and design shall be used in order
to maintain continuity throughout the state in identifying a structure
as containing engineered lumber.
(5) This reflective symbol will be supplied by the Borough at no expense
to the owner.
D. Maintenance of reflective symbol. It is the responsibility of the
homeowner to assure the integrity of the reflective symbol. In the
event it is removed, damaged or fades over time, it shall be the owner's
responsibility to contact the Building Department to have a new reflective
symbol installed.
E. Applicability. This article shall apply to all structures, whether
residential, commercial or otherwise, including structures existing
at the time of the effective date of this article. Existing structures
shall be posted according to these guidelines with the owner's
consent.
F. Enforcement. This article shall be enforced by the Construction Official,
the Zoning Officer and the Fire Official of the Borough of Oradell.
G. Violation and penalties. Any person violating this article by refusing
to use the reflective symbol or by removing or tampering with the
reflective symbol shall be subject to a fine in an amount of $100
per violation. Each day that a violation continues shall be deemed
to be a separate and distinct offense.
