When used in this article the terms listed below are defined as follows:
BUSINESS DISTRICTS
All properties on Livingston Street between Broadway and Rockland Avenue and on Broad Street from Broadway to Tappan Road.
OWNERS
The owners of record, tenants, and occupants of any land abutting any public streets, roads or highways in the Borough of Norwood.
A. 
The owners of land abutting or bordering upon the sidewalks of the public streets, roads and highways in the Borough will remove or cause to be removed from the sidewalks in front of or bordering on their lands all snow or ice within 24 hours of daylight after snow fall ends or ice is formed thereon.
B. 
In addition to the requirements of § 202-2A, the owners of land in the Business Districts that is abutting or bordering upon the sidewalks of the public streets, roads and highways in the Borough will remove snow and ice to keep the sidewalks free of ice and snow during business hours. All snowfalls or ice accumulations beginning after 6:00 p.m. will be removed no later than 9:00 a.m. the following morning, Sundays and holidays included. The cleared area will be a minimum of five feet wide or the full width of the sidewalk.
A. 
If the owner of any land abutting or bordering upon any public street, road or highway in the Borough neglects or refuses to remove the snow or ice within the time and in the manner required by this article, it will then be the duty of the Police Department to patrol the Borough and report all such violations. The report will give the name and address of the owner and location of the property. It will then be the duty of the Superintendent of Public Works or the officer having charge of the public highways, streets and roads in the Borough to remove the snow or ice or cause it to be removed.
B. 
In addition to the costs imposed by § 202-4, any owner convicted for the violation of the requirements of this article will be punishable by a fine of $50 for the first day of any offense, $100 for the second day of any offense, and $150 for the third or any subsequent day of any offense. The continuation of any violation will be a separate offense for each day.
The Borough's cost for removing snow and ice from any sidewalk under this article will be certified by the Superintendent of Public Works to the Council, which will examine the certificate and cause the cost to be charged against the lands abutting or bordering the sidewalk. The amount so charged will become a lien upon the lands and will be added to the taxes to be assessed and levied on the lands and be collected and enforced according to law. The owner may also be charged with a violation of this article, and a penalty may be imposed against the owner in accordance with § 202-3. This section applies only to the owner of real property on which there has been constructed a multiple dwelling housing development containing three or more units of dwelling space which are occupied or are intended to be occupied by three or more persons living independently of each other.
The Superintendent of Public Works will cause snow and ice to be cleared from all crosswalks in the Borough.
