The City Council of the City of Brigantine (hereinafter the "City"), Atlantic County, New Jersey, hereby establishes the Brigantine Golf Course Advisory Committee, (hereinafter the "Committee").
A. 
The primary functions, purposes and goals of the Committee include the following:
(1) 
To discuss, investigate, study and give written advice and recommendations to City Council as determined by the Committee and/or as may be requested by City Council regarding the operation of the Brigantine Golf Course and the economic and business conditions and circumstances best suited for the operation of the Brigantine Golf Course, and the manner and methods by which the business and recreation conditions associated with the Brigantine Golf Course are best developed;
(2) 
To recommend programs and methodologies to market and promote the Brigantine Golf Course;
(3) 
To recommend, in writing, to City Council the means by which such development and growth of the Brigantine Golf Course can best take place.
B. 
The Committee shall have such additional functions, purposes and goals as the Committee may request that the City Council establish subject to the approval of City Council.
A. 
The Committee shall consist of seven regular members, all appointed by City Council, and all members shall have a term of office of three calendar years, or such lesser period of time as may be caused by the date of appointment, with terms expiring at 11:59 p.m., December 31, of each calendar year. Appointments shall be staggered. To effectuate such staggered appointments, initial appointments shall provide for three appointments of three years, two appointments of two years, and two appointments of one year. Thereafter, all appointments will be for a full three-year term.
B. 
The members of the Committee shall be residents or taxpayers of the City. Two members of City Council shall be members of the Committee. The City Manager shall be an ex officio member of the Committee, and City department heads may from time to time attend the meetings of the Committee as directed by the City Manager.
C. 
All regular members of the Committee shall have full voting privileges.
D. 
The appointments of regular and ex officio members of the Committee shall be made by City Council by resolution as soon as practicable after the establishment of the Committee by this chapter in this calendar year of its establishment, and in succeeding years at the annual City Council reorganization meeting or any subsequent regular meeting of City Council in January of each calendar year.
E. 
No appointment of any member of the Committee may be rescinded or terminated by City Council except for good cause.
F. 
Any vacancy created by any resignation of any member of the Committee during any calendar year may be filled by appointment by City Council by resolution for the remainder of that member's term of office.
The Committee is authorized to meet within 30 days of the appointment of the members by City Council.
A. 
At the first meeting in each calendar year the Committee shall:
(1) 
Elect a Chairperson, Vice Chairperson and a Secretary;
(2) 
Establish a schedule of meeting dates for the remainder of the calendar year;
(3) 
Establish a list of primary and lesser goals and a mission statement for the calendar year;
(4) 
Establish a schedule of performance due dates for reports of any investigation or study to be undertaken by the Committee during the calendar year.
B. 
The Secretary shall prepare accurate written minutes of each Committee meeting which minutes shall be approved by the Committee and forwarded to City Council.
C. 
The Committee may organize and appoint subcommittees which shall perform certain tasks for the Committee, make reports and recommendations to the Committee. Subcommittee reports and actions shall not be deemed reports or actions of the full Committee unless adopted by a majority vote of the Committee.
D. 
The Committee shall be an advisory committee to City Council, and any reports or actions recommended by the Committee shall not be effective until approved by City Council. The Committee shall conduct its activities and meetings in accordance with all applicable state laws which shall include the Open Public Meetings Act and the Open Public Records Act.
