The City of Maysville is incorporated as a Fourth Class City
under the Statutes of the State of Missouri. The City currently has
two (2) Wards; two (2) Aldermen are elected from each Ward. The Mayor
and two (2) Aldermen from each Ward are elected for two-year terms.
The Mayor presides over the meetings of the Board of Aldermen and
may vote only in the case of a tie. He/she has the power of veto.
A two-thirds vote by the Board of Aldermen will override the veto.
The Board of Aldermen serves as the Legislative Branch of the City
government and the Mayor as Chief Executive Officer of the City.

The City of Maysville has developed the following mission statement:
"To provide quality services for meeting the needs of our fellow citizens
in an ethical, compassionate and professional manner."

A. It is the purpose of these policies, procedures and rules to set
forth the principles and procedures which will be followed by the
City of Maysville in the administration of its personnel program.
They are intended to establish an efficient, equitable and functional
system of paid personnel administration based on merit principles
that apply to the appointment, promotion, dismissal, discipline and
other related conditions of employment. This Manual provides the organizational
structure, authority, policies and procedures to be followed by the
City of Maysville in the administration of the personnel system.
B. These policies and procedures are intended to provide a workable
and responsive system of personnel management, and are designed to
inform employees, and to guide Mayor and Board of Aldermen in administering
a consistent and impartial personnel program.

These rules shall apply to all positions in the City, unless
otherwise specifically provided for.

The City specifically reserves the right to repeal, modify or
amend these policies, procedures and rules at any time with or without
notice. None of these provisions shall be deemed to create a vested
contractual right in any employee or to limit the power of the Board
of Aldermen to repeal or modify these rules. The policies are not
to be interpreted as a promise of specific treatment.

The personnel rules and regulations will be subject and subordinate
to State and Federal law and rules of the Court. In the event of conflict
between the terms of these rules and regulations, any applicable State
or Federal statute or rules of the Court shall prevail. Employment
at Maysville is at-will for an indefinite period of time. Either the
City or employee may terminate employment at any time, with or without
cause. The courtesy of one (1) month's notice will be expected
if circumstances permit.
