A length of service awards program (LOSAP) is herewith created
in accordance with Chapter 388 of the Laws of 1997 to reward members
of the Township of Washington Volunteer Fire Department and the Township
of Washington Volunteer Ambulance Corps for their loyal, diligent,
and devoted services to the residents of the Township of Washington.
The LOSAP shall provide for fixed annual contributions to a
deferred income account for each volunteer member that meets the criteria
set forth below; such contributions shall be made in accordance with
a plan that shall be established by the Township of Washington pursuant
to P.L. 1997, c. 388 and such plan shall be administered in accordance
with the laws of the State of New Jersey, the United States Internal
Revenue Code, and this article.
The LOSAP shall provide for annual contributions to each eligible
member of the Township of Washington Volunteer Fire Department and
the Township of Washington Volunteer Ambulance Corps who meets the
criteria as follows:
A. Township of Washington Volunteer Fire Department criteria:

(1) Attendance
at Fire Department responses: 45 points maximum.
(a) One
point will be earned for member in attendance at each Fire Department
response.
(2) Drill
attendance: 30 points maximum.
(a) Two
points will be earned for member participation at each Fire Department,
mutual aid and special drill.
(3) Training
courses: 50 points maximum; points are earned for completed training
course.
(a) Training/courses
over 46 hours: 35 points.
(b) Training/courses
between 21 to 45 hours: 30 points.
(c) Training/courses
between 11 to 20 hours: 25 points.
(d) Training/courses
between 6 to 10 hours: 15 points.
(e) Training/courses
under 5 hours: 05 points.
(4) Holding
an office: 25 points maximum.
(a) Chief/Deputy
Chief: 25 points.
(b) Battalion
Chief/Captain: 20 points.
(d) Fire
Official/Inspector: 15 points.
(f) Executive
Committee: 10 points.
(g) LOSAP
Administrator: 10 points.
(5) Attendance
at departmental meetings: 24 points maximum.
(a) Two
points will be earned for member attendance at each Fire Department
meeting.
(6) Longevity/service
years. One point is earned for each calendar year beginning with member
service start date.
(7) Attendance
at parade(s): 15 points maximum.
(a) Five
points will be earned for attendance at each parade.
(8) Miscellaneous
official activities. Examples include, but are not limited to, the
following: two points for each cleanup, wake, memorial service, Chief's
call, work detail, stand-by, etc.
(9) Extra
credit supervised by an officer: One point will be earned for each
extra credit.
(10) Apparatus
driver certification: 15 points maximum. Driver certification is a
stand-alone event and not part of a training session.
(a) Initial certification: 15 points.
(b) Yearly re-evaluation: 10 points.
B. Township of Washington Volunteer Ambulance Corps criteria: 100 LOSAP
points per year.

(1) Category-1 Percent of calls maximum points = 30.
(a)
Points are credited based on below criteria and calculated/awarded
on an annual basis:

(b)
Off-duty member response to a general alarm call or extra help
needed alert in Township: two points.
(c)
Off-duty member response, when summoned, to an actual MCI, irrespective
of location: four points.
(2) Category-2 Formal CEU Training maximum points granted over all categories
= total 20. Points are credited based on below criteria, and can be
credited whether or not the CEUs are needed for recertification:
(a)
General CEU classes, core or elective, and at any location including
online: one point per CEU credit.
(b)
CPR certification: initial course: four points; recertification
course: two points. Holding current instructor's certification
for CPR, EMR and Stop the Bleed: five points total. Every initial
or recertification course given to WTVAC membership or to a group
that has been approved by Captain or Executive Board: instructor must
volunteer time: five points per class.
(c)
EMT certification: initial course: 30 points (this is exception
to twenty-point maximum); EMR certification: initial course: 20 points.
Module A, B or C: each class worth eight CEUs: eight points
each.
(3) Category-3 Local Training/Drill Meetings maximum points granted =
10. One point for every drill attended.
(4) Category-4 Assignment to Monthly Operating Schedule = 60. Points
are credited on a monthly basis according to below criteria. Member
must actually ride the shift and have a complete crew to roll the
rig. Signing up for a shift does not earn points.
(a)
Weekday and weekend crew one point per six-hour shift, three
hours, 1/2 point per shift. Points can be earned by total hours ridden
in one month divided by three to earn maximum points if riding shifts
not in six- or three-hour increments.
(b)
Acting as a crew chief on calls two points per month, total
possible 24 points point per year.
(c)
Acting as a qualified driver on calls: one point per month,
total possible 12 points per year.
(d)
Continuing to be assigned to a crew on the operating schedule
as a fully certified member and granted per month after life membership:
one point per month if you hit the bylaw requirement of riding as
a lifetime member; two points per month if you ride for the number
of hours specified as an active member.
(e)
Minimum of a six-hour day, night or weekend crew assignment
on a national, religious, or customary holiday which includes the
following, irrespective of which day of the week such holiday falls
on: earn one additional point for that shift per six hours riding.

Bonus to any crew member who was on duty for a six- to twelve-hour
shift where crew responded to more than four ambulance calls of any
type during that tour will earn three additional points per occurrence.
(5) Category-5 Holding Elective Office maximum points 36 per year. Points
are credited on a monthly basis based on appointment or election to
one of the below offices:
(a)
Administrative: President: two, Vice President: two, Treasurer:
two, Secretary: two, Trustee: one, Chaplain: one.
(b)
Operations: Captain: three, Lieutenant: two.
(6) Category-6 Meeting Attendance.
(a)
Business meeting maximum points granted = 10. Points are credited
based on below attendance criteria:
(7) Attendance at business or special meetings. (lateness cutoff is 15
minutes after actual start time of meeting; after 15 minutes, no credit
whatsoever): one point per meeting.
(8) Executive meetings: one point per meeting; maximum of 12 points per
year.

based on every member of each organization qualifying for the program:

Each active volunteer member of the Township of Washington Volunteer Fire Department and the Township of Washington Volunteer Ambulance Corps shall be credited with points for volunteer services provided to such volunteer organization in accordance with the schedule set forth in §
96-3 hereof.
This article shall not take effect unless it is approved by
voters as a public question at the next general election.
