Four of the voting members shall be residents of the City of Lake
Mills and shall be appointed to staggered, three-year terms by the
City Council President, subject to confirmation by the Council.
One of the voting members shall be a resident whose primary residence
is served by both City-owned electric and sanitary sewer utilities.
Such member shall be appointed to a three-year term by the Town of
Lake Mills Board of Supervisors. Such member is authorized to vote
only on matters relating to the sanitary sewer utility, electric utility,
or the governance or operation of the Board.
The ex officio nonvoting members
of the Board shall be the City Manager, City Attorney, City Clerk,
City Treasurer, Electric Utility Superintendent, Public Works Director,
and Wastewater Utility Supervisor.

The voting members shall not receive compensation for their service
on the Board. Each voting member shall take the oath required under
Wis. Stats. § 19.01, and such oath shall be filed with the
City Clerk.
The members of the Board shall, by their first meeting in May, elect
a President from among their members to serve in that capacity for
one year. However, the ex officio members, the member from the Town
of Lake Mills, and the member also serving as a Council member, may
not serve as President of the Board.
The Board may elect a Vice President and such other officers as the
Board may deem necessary to carry out the duties of the Board. The
Clerk shall serve as the Secretary of the Board.
The Board may adopt such rules as the Board may deem necessary to
carry out the duties of the Board, provided those rules do not contravene
any provision of this ordinance or any other ordinance enacted by
the City of Lake Mills.
Time and place. Meetings of the Board shall be held regularly at
a time and place decided by the Board. At least one meeting shall
be held in each calendar month, unless the Board has no business to
conduct. Additional meetings may be called by the President or by
two of the six voting members. Notice of each meeting shall be provided
as required under Wis. Stats. § 19.84.
Proceedings and records. Rules for the governance of meetings shall
be adopted by the Board as it deems necessary. The Board shall keep
minutes of all proceedings, indicating, at a minimum, the vote of
each member on each question. The minutes of each meeting shall be
filed with the City Clerk.
The Board shall make recommendations to the Council on proposed rates
or charges to the general public or property owners for any utility
service, garbage and refuse collection service, or assessments for
public improvements.
City utilities. The Board shall have authority under § 66.0805(6),
Wis. Stats., to provide operational control of all public utilities
owned or operated by the City of Lake Mills. Additionally, the Board
shall perform, and is given the authority to perform, the following:

Annually audit or inspect some or all financial records of the utility
maintained by the Utility Supervisor or any employee of the utility.
Additional audits or inspections may be conducted as the Board deems
appropriate.
Recommend to the Council approval or rejection of construction, improvement,
or extension of utility service, except that this authority does not
apply to the hook-up of an individual customer to an existing utility
main line.
Review all proposed plats and, when appropriate, certified survey
maps and make recommendations to the Council concerning the feasibility
and appropriateness of each plat's or map's plan for sanitary sewer,
storm sewer, electric, and water service, and any utility easements
for the proposed or future construction in the platted or mapped area.
The Board shall review all proposed plats submitted to the City of
Lake Mills and make recommendations to the Council concerning the
feasibility and appropriateness of each plat's plan for street placement
and construction; sidewalk, curb and gutter construction; and any
easements for the proposed or future construction in the platted area.
The Board shall prepare a report for the Council, by June 1 of each
year, on the condition of sidewalks, streets, curbs and gutters in
the City of Lake Mills. This report shall include, at a minimum:
The Board may order the replacement of defective, unsafe or insufficient
sidewalks in accordance with policies created by the Council and in
accordance with § 66.0907, Wis. Stats.
Garbage, refuse, and recyclables. The Board shall supervise the development,
implementation, modification and renewal of all contracts for the
pickup and disposal of garbage, refuse, and recyclable materials from
all types of property within the City of Lake Mills. The Board shall
provide recommendations to the Council concerning these contract matters.
