City of Lake Mills parks are those public facilities and public
lands, bike trails and public lake access areas that have been set
aside for recreational purposes, such as but not limited to hiking,
picnicking, biking, swimming, fishing, boat launching, team or individual
sports, the use of playground areas or skateboarding equipment, and
other passive or active recreational activities enjoyed in an outdoor
setting.
All City public parks, except Commons Park, boat-launching facilities,
the Rock Lake public access areas with street-end piers, the skateboard
park, and the Sandy Beach Mobile Home Park, shall be open between
4:00 a.m. and 10:30 p.m. on Sunday, Monday, Tuesday, Wednesday and
Thursday; and between 4:00 a.m. and 12:00 midnight on Friday and Saturday
nights. Commons Park shall remain open at all times. All Rock Lake
public access areas with street-end piers shall be open only between
the hours of 8:00 a.m. and 9:00 p.m. All boat launch facilities are
open at all times. The skateboard park shall be open only during such
hours as are officially posted at the entrance to the skateboarding
facilities. The Sandy Beach Mobile Home Park is open to its tenants
and guests, and persons on the grounds who are not authorized to be
there as a tenant or a guest of a tenant may be asked to leave the
premises and may be given a citation for violation of this section.
Any persons in other park areas in violation of the hours during which
the park is open shall be subject to citations for violation of this
section.

No person may bring into any City park, or have in his or her
possession within the park, any glass beverage containers, including
but not limited to glass bottles, glasses and cups made of glass.
No person may intentionally or maliciously break any item made of
glass in any City park.
A. Fires prohibited in certain areas. No fires are permitted at any
time at any boat launch sites, bike trails, the skateboard park, hiking
or biking trails, and at street-end lake access areas. Fires may be
in charcoal grills in all other park areas.
B. Disposal requirements. No hot coals or wood that may be smoldering
may be left in any location in the park, and all extinguished coals,
ashes and unburned materials remaining after a fire has been ignited
shall be disposed of properly by placing in a burn barrel provided
for such disposal.
C. Supervision requirements. All fires in all park locations must be
monitored by an adult at all times.
D. Exception for Sandy Beach Mobile Home Park. In the Sandy Beach Mobile Home Park, fires may be in either charcoal grills or in covered, portable fireplaces. The same rules apply for proper disposal of coals, wood, or ashes as are applicable in Subsection
B.
E. Open fires prohibited. No open fires are permitted in any park area
at any time unless written permission is granted by the Facilities
and Grounds Director.

A. Sandy Beach Park. Parking of vehicles and boat trailers at Sandy
Beach Park shall be permitted only in areas designated or marked for
such purpose. Overnight parking is prohibited, unless the vehicle
or boat trailer is authorized to be parked in the reserved parking
area at Sandy Beach Park.
B. Sandy Beach Mobile Home Park. Parking in the Sandy Beach Mobile Home
Park is governed by the lease and park rules of the mobile home park,
and all parking in the mobile home park permitted by said rules is
restricted to only tenants of the mobile home park and their guests,
and all other parking will be deemed to be in violation of this section.
C. No vehicles may be driven in any park, except in designated parking
areas. The only exception to this subsection is with a permit from
the Facilities and Grounds Director.

D. Parking of vehicles is prohibited in all parking areas within all
parks whenever the park areas are closed. Whenever the restaurant
at Sandy Beach is open, parking is permitted in the parking lot until
the restaurant is closed.
E. For special events. Exceptions to one or more of the parking regulations
in this section may be authorized by permit from the Facilities and
Grounds Director, and any such permit shall be communicated to the
Police Department prior to or during the special event.

F. Penalty. All parking violations and all unauthorized parking may be subject to a penalty of up to $25 under §
615-22, or towing at the owner's expense, or both. Violations of Subsection
C, driving in parks, may be subject to a municipal citation in an amount not to exceed $100 per violation.
Notwithstanding Chapter
249, Article
II, of the Municipal Code, liquor on public ways prohibited, the consumption or possession of opened containers of alcoholic beverages is permitted at Sandy Beach Park, Rotary Park, Tyranena Park, East Mills Estates Park, and Bartel's Beach. Glass containers for these beverages are regulated in § 496-3above. All possession or consumption of alcoholic beverages is prohibited in all other park areas, unless the City Council, by specific action, has expressly permitted the possession and consumption of alcoholic beverages in connection with special events or specific activities.
The following regulations apply to persons using swimming facilities
at Sandy Beach, Bartel's Beach or at any of the lake access areas
with street-end piers.
A. Swimming is only permitted within the swim areas designated by buoy
lines at Sandy Beach and Bartel's Beach parks. Patrons may not hang
onto or sit on lifelines.
B. Children under age six years must be supervised by an adult at all
times; children under age 10 years must be supervised by an adult
if a lifeguard is not on duty.
C. Swimming hours are 8:00 a.m. to 9:00 p.m. at all swimming areas at
Sandy Beach, Bartel's Beach, and the public access, street-end pier
areas.
D. No person may throw sand, rocks or other potentially dangerous items
in or near the designated swimming areas or beaches, or at or near
any other person.
E. No person may engage in rough play, including but not limited to
dunking, chicken fights, or similar activities in the water or on
the beaches or piers.
F. Fishing is not permitted in designated swimming areas at Sandy Beach
and Bartel's Beach, nor is it permitted at the street-end piers if
swimmers or other persons are in the water adjacent to the street-end
piers.
G. Running on piers or rafts is prohibited. Patrons shall also refrain
from swimming or otherwise being under any pier or raft.
H. No person may dive from any pier. Diving is only permitted from rafts,
but all flips and similar maneuvers are prohibited.
I. Eating, drinking or smoking is prohibited by persons in the water.
J. No person may litter by placing or leaving any smoking debris or
other refuse in any place besides designated disposal containers specifically
designed for such disposal.
K. No person may erect or maintain any boat mooring, boat lift, hoist
or motorized boat in the navigable waters within 50 feet of the street-end
piers or in any designated swimming area.
L. No person may use the public access street-end pier areas or the
beaches or swimming areas without wearing appropriate attire at all
times.
A. No person may launch or remove watercraft at boat launching facilities
in the City of Lake Mills unless that person has paid a boat-launching
fee and received a permit. Daily launch permits shall be made available
at the boat-launching facilities and seasonal permits shall be available
at the Lake Mills City Hall during regular business hours. The fee
for said permits shall be established by resolution of the City Council
from time to time.

B. All persons launching or removing watercraft at boat-launching facilities
are required to prominently display a boat-launching permit on any
motor vehicle used in launching or removing the watercraft. The permit
shall be deemed properly displayed if it is placed on the dash of
the motor vehicle in a manner that allows it to be read through the
windshield of the parked vehicle.
C. Failure to pay the fee for the permit or to properly display the
launching permit at all times that the motor vehicle is parked in
the designated boat launch parking area while the watercraft is in
the waters of Rock Lake shall be deemed to be a violation of this
section.
D. Any violation of this section may be subject to the issuance of a parking ticket with a monetary penalty in the amount of $25, which may be paid at the boat launch facility or by dropping off or mailing the envelope to the Police Department. Failure to pay the required penalty may result in a parking citation being issued. If it becomes necessary that a citation be issued hereunder, its issuance shall be by a law enforcement officer acting under the authority of Wis. Stats., § 346.55(4), which has been incorporated under Chapter
615, Vehicles and Traffic,of this Code.

Personal music devices and car sound systems must be kept at
a normal operating level that is not offensive or bothersome to surrounding
park patrons. No sound-amplification devices shall be allowed without
the prior written authorization by the Facilities and Grounds Director.

Overnight camping is prohibited in all parks, unless specifically
authorized by the City Council as part of a special event, and unless
a permit has also been issued by the Facilities and Grounds Director.
No person may engage in loud, boisterous, threatening, abusive,
insulting or indecent language, or engage in any conduct or behavior
tending to breach the public peace, and no person may be so intoxicated
that the person is unable to care for his or her own safety in any
park.
A. All pets within City parks must be kept on a leash not longer than
eight feet in length and must be under the direct control of a responsible
adult at all times. All feces from pets shall be removed and properly
disposed of immediately.

C. The prohibition of Subsection
B does not apply to working animals, which for purposes of this article are animals trained to assist disabled persons, nor to police dogs, or dogs being used specifically by park personnel or persons authorized by the Facilities and Grounds Director for the removal of geese. In the case of working dogs being used for the removal of geese, no leash is required, but such dogs shall at all times be under the control of the person authorized to have such dogs in the parks for this purpose.

D. The prohibition of Subsection
B also does not apply to persons walking their dogs on leashes on public sidewalk areas adjacent to Bartel's Beach Park.
No person may throw or bring into the parks or have in his or
her possession or set off or otherwise cause to explode or discharge
or burn any firecrackers, torpedo, rocket, or other fireworks, explosives
or sparklers, unless a permit has been issued.

No person shall cut, pick, destroy or remove any plant, herb,
shrubs, or trees from any park, unless specific authorization has
been obtained from the Facilities and Grounds Director.
No person may clean, butcher, scale, or skin any fish, game,
livestock, or poultry in any park.
No person may hunt, trap or pursue wildlife at any time within
any park. Shooting any kind of weapon into park areas from beyond
park boundaries is forbidden. The prohibitions of this section are
not applicable to persons engaged in activities authorized by the
City Council for the purpose of causing geese to remain out of the
beach areas of the parks.

A. No person may advertise or offer for sale any article or thing, nor shall any person station or place any stand, cart, or vehicle for the transportation, sale or display of any such article or thing in the parks, unless a vendor's license has been granted under §
445-13, or unless the Council or Facilities and Grounds Director has authorized such activities in conjunction with the public market or any special event officially permitted in the parks, such as the periodic festivals or events in Commons Park, Sandy Beach Park, or Rotary Park.

B. Sales of items under the direction of the Rotary Club in the concession
stand at Rotary Park, and sales within the bait shop and Sand Bar
Restaurant at Sandy Beach, and sales that are permitted during the
public market under a license granted to the Main Street Program are
excepted from the prohibitions of this section.
C. With the exception of the permitted sales activities under Subsections
A and
B, no person may advertise, announce or call to the public's attention any article or service for sale in the parks, and no person may paste, glue, tack or otherwise affix any sign, placard or advertisement in any park, unless specifically authorized by the Facilities and Grounds Director.

Golf carts may only be driven in parks in designated areas.
Entrance to Sandy Beach by any golf cart is only permitted by a handicap
pass. No operation of snowmobiles or all-terrain vehicles is permitted
in any park, except for the purpose of entering directly onto or exiting
directly off of Rock Lake.
No refuse, cigarette butts, trash, debris, or garbage may be
placed or left any place besides in disposal containers designated
for the proper disposal of such items. Notwithstanding the foregoing,
no garbage, refuse, trash, construction waste or any similar materials
may be brought into any park for the purpose of disposing of same
in any dumpster, trash receptacle, or other container within the park.

Special use permits for specific areas of the parks or rentals
of specific shelters within the parks may be applied for or obtained
from the Facilities and Grounds Director or his or her designee. In
all such cases, applications shall be required and certain conditions
may need to be met prior to the issuance of any such special use permit
or prior to the completion of any rental of specific shelters. The
fees charged for any such permits or rentals shall be established
from time to time by resolution of the City Council.
No person may disturb or interfere unreasonably with any person
or party occupying any area or participating in any activity under
the authority of a permit or under a rental agreement with the City.

Any section or part of any park may be declared closed to the
public by the Facilities and Grounds Director at any time and for
any interval of time, either temporarily or at regular and stated
intervals of time, and such closure may be entirely or merely to certain
uses as the Facilities and Grounds Director shall find reasonably
necessary. Any continued usage in violation of any such closure shall
be deemed a violation of this section.
Any person who shall violate any provision of this article, except §
496-8, shall be subject to the issuance of a citation and the penalty in §
1-19 of the Municipal Code. Each violation and each day a violation continues or occurs shall constitute a separate offense. This section shall not preclude the City from maintaining any appropriate action to prevent or remove a violation of this article. Violations of §
496-8 shall be subject to the penalty stated therein.
