For the purposes of this Article the following term shall be
deemed to have the meaning indicated below:
ALLEY
A permanent public service way or right-of-way dedicated
to public use, other than a street, place, road, crosswalk or easement,
designed to provide a secondary means of access for the special accommodation
of abutting property.

It shall be the responsibility of the City of Richmond to maintain
only alleys in a commercial area, used for delivery receipts located
on the north of West North Main Street and south of West Buchanan
between North Camden Street and North Thornton. Maintenance of all
other alleys within the City will be the responsibility of abutting
property owners.

The decision as to when maintenance is needed will be made by
the Street Superintendent, Public Works Director or the City Administrator.

A. As a minimum, the following alleys will be chip sealed or have roto-mill
applied and patched by the City:
1.
The section of alley between North Thornton Street and North
College Street.
2.
The section of alley between North College Street and North
Camden Street.
B. Snow removal will not be performed by the City on any alley within
the City limits.

All costs associated with City maintained alleys will be paid
by the City of Richmond from the Street Maintenance Fund.

Alleys are public service rights-of-way dedicated for public
use and as such cannot be blocked or closed off unless acted on by
the City Council.
