A. 
The Public Celebrations Committee shall consist of five to 11 members. Each member shall be appointed by the Mayor with the advice and consent of the Borough Council.

B. 
Each member shall be appointed for a three-year term with the exception of appointments to be made effective January 1, 2016. There are presently five terms which shall expire as of December 31, 2015. At the discretion of the Mayor, with the advice and consent of the Borough Council, appointments to three of such positions shall be for threeyear terms; one such position shall be for a one-year term; and one such position shall be for a two-year term.
C. 
All members of the Public Celebrations Committee shall serve without compensation.
Qualifications for membership are as follows:

A resident of the Borough of South Plainfield.
B. 
Over the age of 18; and

C. 
One member of the Governing Body of the Borough of South Plainfield shall be a member of the Public Celebrations Committee and may vote in the event of a the vote among the other members of the Public Celebrations Committee.

The Public Celebrations Committee shall meet regularly, and shall, at its first meeting of each year, elect from its number a Chairperson who shall preside over all meetings.
The conduct of the Public Celebrations Committee at its meetings and activities shall be governed by rules and bylaws which shall be established by the Committee.
The Public Celebrations Committee shall be responsible for the planning, organization and execution of events, activities, parades and the like designed help the Borough celebrate any holiday, event, or occurrence, which is determined worthy or desirable to be honored and celebrated. It may utilize individuals or organize support groups of volunteers with the authorization and consent of the governing body to assist in the duties. It shall lend its advice to the governing body on all matters within its jurisdiction.
The Public Celebrations Committee shall report to the Recreation Committee of the Borough Council. Any funds appropriated for the Public Celebrations Committee by the governing body shall be disbursed by the office of the Borough Administrator. Any payment on account of expenses or claims must be supported by vouchers.
