As used in this Article, the following terms mean:
ENTER UNLAWFULLY or REMAIN UNLAWFULLY
A person enters or remains in or upon premises when he or
she is not licensed or privileged to do so. A person who, regardless
of his or her purpose, enters or remains in or upon premises which
are at the time open to the public does so with license and privilege
unless he or she defies a lawful order not to enter or remain, personally
communicated to him or her by the owner of such premises or by other
authorized person. A license or privilege to enter or remain in a
building which is only partly open to the public is not a license
or privilege to enter or remain in that part of the building which
is not open to the public.
TO TAMPER
To interfere with something improperly, to meddle with it,
displace it, make unwarranted alterations in its existing condition,
or to deprive, temporarily, the owner or possessor of that thing.
UTILITY
An enterprise which provides gas, electric, steam, water,
sewage disposal, or communication, video, internet, or voice over
internet protocol services, and any common carrier. It may be either
publicly or privately owned or operated.
A person commits the offense of reckless burning or exploding
if he/she recklessly starts a fire or causes an explosion and thereby
damages or destroys the property of another.

A. Definitions.
As used in this Section the following terms shall have the meanings
given in this Subsection:
PRE-APPROVAL
The business has issued an identification card to the purchaser
that verifies and records the purchaser's driver's license information.
PRE-PAID
Payment in advance for any quantity of gasoline or diesel
fuel sold at any time by cash, credit card, debit card, check or any
other legal means.
B. Pre-Payment
Or Pre-Approval Required. Business establishments that sell gasoline
and/or diesel fuel on a self-service basis, and their owners and employees,
shall require pre-payment or pre-approval of sales of fuel prior to
activation or authorization of any fuel dispensing unit or fuel pumping
device.
C. Violations. The violation of any provision of this Section shall be punished in accordance with Section
100.100 of the Municipal Code of the City of Richmond, Missouri.

Every person who shall throw any stone, stick or anything whatever
into or at any vehicle or locomotive while the same is in motion or
otherwise shall be deemed guilty of a misdemeanor.

It shall be unlawful for any person without authority from an
authorized City Officer to throw or deposit any dirt, ashes, manure,
straw, glass, glass bottles, wire, nails, tacks, hedge, bush or tree
clippings or leaves, vegetation, refuse or rubbish of any kind, nature
or description whether named herein or not upon any right-of-way,
parkway, gutter, public street, alley or other public property within
the City.

No person shall throw, place or dump any garbage, refuse or
trash or cause the same to be thrown, placed or dumped on any private
property within the City.

It shall be unlawful for any person to burn brush, leaves or
other combustible material of any kind or matter on any public street,
curb, parkway, gutter or other public place within the City without
the consent of an authorized City Officer.
