Any person who shall within the City engage in any public sparring
or boxing exhibition or who shall aid, abet or assist in any such
exhibition, or who shall furnish any room or other place for such
exhibition shall be deemed guilty of a misdemeanor.

A. Unlawful. It is herein by this Section made illegal for
any person, entity, corporation or business to mine coal of any sort
within the corporate limits of the City. This shall extend to and
not be limited to the production, removal, extracting or mining of
coal, either on the surface or below the surface, either by strip
mining or shafting.
B. Penalty. Any person, business or entity which attempts to
mine or remove coal from land located within the City shall be subject
to equitable relief on behalf of the City in the form of injunction
or otherwise. In the event that the City must exercise and enforce
this Section in a court of law of competent jurisdiction, and the
City is successful in its action, the person so attempting to mine
coal shall be subject to damages, attorney fees and court costs.

A. It
shall henceforth be prohibited to park motor vehicles of any type
or model upon Main Street in the City of Richmond, Missouri, between
College and Thornton Streets; on Thornton Street in the City of Richmond,
Missouri, between Main and North Main Streets; on North Main Street
in the City of Richmond, Missouri, between Thornton and College Streets;
and on College Street in the City of Richmond, Missouri, between North
Main and Main Streets between the hours of 4:00 A.M. and 6:00 A.M.
on Sunday morning of each week.
B. Between
such hours of 4:00 A.M. and 6:00 A.M. on Sunday morning of each week,
the Street Department of the City of Richmond, Missouri, may clean
such streets using the City street sweeper and other mechanized or
manual equipment as shall be necessary to provide for the orderly
cleaning of such streets. The Police Department of the City of Richmond,
Missouri, is hereby directed to assist the Street Department in all
manner as may be necessary in providing for the orderly cleaning of
such streets.
C. Any
owner or occupier of a motor vehicle in violation of this Section
and found parked upon the area above described between the hours of
4:00 A.M. and 6:00 A.M. on Sunday morning of each week upon conviction
thereof shall be fined the sum of not less than ten dollars ($10.00)
nor more than twenty-five dollars ($25.00) or imprisonment in a place
of detention for not more than ten (10) days, or both. Each violation,
on a separate Sunday, of this Section shall be deemed a distinct and
separate offense for the purposes of the violations under this Section.

A. No
person or entity other than the City shall sell or attempt to sell
anything of value within the boundaries of any City owned park without
the written consent of the City Council or its properly authorized
designee.
B. Violations of the terms of this Section shall be punished in accordance with the terms of Sections
100.100 —
100.110 of the Richmond Municipal Code.

A. The
Mushroom Festival is an annual event which takes place in downtown
Richmond, Missouri, generally bounded by the Courthouse Square, including
Main Street, South Thornton Street, West North Main Street and South
College Street (the "Mushroom Festival").
B. The
Mushroom Festival typically takes place the first (1st) weekend of
May each year beginning Thursday afternoon set-up through clean-up
on Sunday morning. During this time, no person shall be allowed:
1. To bring an animal, as defined in Section
210.330 of the City Code, to the Mushroom Festival, except service animals, such as Seeing-Eye dogs, police and fire dogs, which are allowed at the Mushroom Festival. In addition, parade participants may bring an animal to participate in the parade, but the animal must remain on a leash. At the conclusion of the parade, the animal must be removed from the Mushroom Festival. Vendors which specialize in the adoption and/or protection of animals may set up a booth at the Mushroom Festival, housing the animals in kennels or fenced areas. Any animal that is adopted from said vendor shall be leashed and removed from the Mushroom Festival by the new owner upon adoption.
2. To operate a skateboard, roller blades, bicycle or motorized bicycle
at the Mushroom Festival, except police bicycle patrols and parade
participants (while during the parade). Upon the conclusion of the
parade, the parade participants shall carry said skateboard or roller
blades and walk said bicycle or motorized bicycle to an area outside
the Mushroom Festival.
